The mayor wins, but is embarrassed by the strong showing of Milton Street. Marge Tartaglione and Frank Rizzo lose. Turnout among Democrats was less than 150,000, which means that 4 out of 5 D's sat this one out. The surprise isn't that Nutter won, but that Milton Street got 24 percent of the vote.
He got most of those votes among black voters. His percentage share averaged in the high 30's in West Philadelphia and in the 40's in North Philadelphia.
In contrast, Street got in single digits in the liberal wards of Center City and environs and in the low teens in the Northeast.
What message does that send Nutter? It confirms what his own (and outside polls) have been telling him: black voters are pissed at the mayor. Had a more credible black candidate (say, Anthony Hardy Williams) run against him, this could have been a close call for the mayor.

Marge is ousted after 36 years as chair and it was DROP that did it. She took her $195,000 payment in 2008 and retired, took a few days off, and returned to her old job. Not good. Stephanie Singer, a math professor who also is leader of Center City's 8th Ward, sent mailers to remind voters of Marge's perfidy. It did the trick.

This is a pathetic showing for an incumbent with a magic name. For most of the primary season, Rizzo had the look of a deer caught in the headlights. He was due to collect $194,517 from DROP in December, but he said he was looking for ways not to take the money. No need to worry now. He ran seventh in a field of nine.

Marion Tasco wins, but two no-name, no-money opponents get 37 percent of the vote.
Not good for her ambitions to become the next Council President. For her, the DROP issue will not go away. She will take her $478,057 DROP payout in December. And then she is going to run for Council President in January. Are her fellow members going to install the sole remaining survivor of the DROP fiasco as their leader -- after most of them campaigned vociferously against DROP? I think not. I have to give Tasco credit, though. Her attitude towards DROP during the primary was to shrug and say, in effect: What's the big deal? She seemed oblivious to the political implications. Now she may pay the price.

This race is too close to call. Only 59 votes separate Brown and Featherman. But, if you needed yet another sign of the miserable state of the Republican party in Philly this is it. Fewer than 17,000 votes cast by Republicans for a candidate for mayor. That's equal to a 13 percent turnout. Pathetic.
Brown was the endorsed candidate of the old Republicans, led by party boss Michael Meehan. It used to be they couldn't get Republicans elected to office. Now, they can't even win primaries. Even if Featherman loses he wins because of his credible showing. Even if Brown wins she loses because she reveals herself as a weak candidate.

Every judicial election, the Democratic party organization endorses a slate of candidates and every time it does one or two of the anointed lose because non-endorsed candidates buy their way onto the ballots of ward leaders willing to cut the party endorsed candidates. This year, party chair bob Brady tried a different tack: There were 10 vacancies, but the party endorsed only 8. That left all of the other candidates to jostle for the remaining positions. The winners: Vincent Johnson and Diana Anhalt, who were not party endorsed. In addition, Barbara McDermott -- also not endorsed -- won. One party endorsed candidate lost: J. Scott O'Keefe.
