Philadelphia Police Officer Arrested
PHILADELPHIA (CBS) – A Philadelphia police officer has been arrested and charged with fraud.
Officer Charles Jacoby, of the 22nd Police District of Philadelphia, worked as a patrol officer and cell block attendant whose duties also included the safeguarding of inmates’ personal belongings. Allegedly, he devised a scheme where he would steal the debit and credit cards of inmates he believed had acted rowdy or disruptive and whose belongings had been placed in storage.
