Please Touch Museum Hosts Financial Literacy Program For Kids

PHILADELPHIA (CBS) -- A six-week program now running at the Please Touch Museum is aimed at teaching kids about money, starting at an early age.

“Back off honey, that’s not your money!” says a chorus of puppets.

The folks at the Please Touch Musem are using puppetry to give kids a foundation of financial literacy.

Harris Fishman, president of First Financial Group, says his company teamed up with the museum for a the six-week program called “Kids Smart Start,” which highlights some important lessons.

PHILADELPHIA (CBS) – A Southwest Philadelphia teen has been ordered to stand trial for attempted murder of a police officer in what the officer is calling an unbelievable ambush attack.

Bicycle patrol officer Michael Alice testified today that he couldn’t believe it when the 16-year-old boy he told to move along suddenly turned and opened fire.

It happened at Front and South Streets on a Saturday night earlier this month.

Officer Alice says Devon Marcus, 16, was among a group of rowdy teens he told to head home because it was almost curfew time and South Street was no longer open to them.

BETHLEHEM, Pa. (AP) — Philadelphia Eagles wide receiver DeSean Jackson was not on hand when the team held its first workout of training camp Thursday morning at Lehigh University.

Jackson, a two-time Pro Bowler, has expressed discontent with his contract on his Twitter feed.
He will earn $565,000 in base salary this season, the last of his four-year rookie deal, and there is a sense he will not report until a new agreement is reached.

Quarterback Michael Vick, in his first interview with the media after the lockout ended earlier this week in Philadelphia, spoke about Jackson’s status, laying the framework for a possible holdout by the receiver.

MIAMI (AP) -- Nine years later, the Miami Dolphins have again traded for a New Orleans Saints running back who won the Heisman Trophy. This time it's Reggie Bush.

The Dolphins finalized a trade for Bush on Thursday by negotiating a new two-year contract for nearly $10 million with him, a person familiar with the talks said. The person confirmed the agreement to The Associated Press on condition of anonymity because the teams had yet to announce the deal.

It wasn't known what the Saints would receive in the trade, first reported by Foxsports.com.

Miami acquired former Heisman winner Ricky Williams from the Saints in 2002, with mixed results. He won an NFL rushing title with the Dolphins, but they haven't won a playoff game since that trade.

Bush was due about $11.8 million this season, the final year of his Saints contract. It would have been difficult for them to justify paying that given their salary cap constraints.

"Change is never easy but I look forward to building something special in Miami and can't wait to embark on this new journey!" Bush said while sending a series of tweets. "To the city of New Orleans you will always have a place in my heart. ... I love you guys you are my family & I will never forget our good times. ... I wish the New Orleans Saints the best of luck I will always be a fan! The team, coaches, and fans will be deeply missed!"

Trade talks with Miami began late Wednesday. Bush's agent, Joel Segal, worked with Dolphins general manager Jeff Ireland until after 2 a.m. Thursday on the terms of a new contract.

Later in the morning Bush agreed to the deal and was en route to Miami. The Dolphins begin practicing Friday, but because Bush signed a new contract, the NFL's post-lockout calendar requires he wait until Aug. 4 to join practice.

Miami sought a running back to pair with second-round draft choice Daniel Thomas. Last year's leading rushers, Williams and Ronnie Brown, are free agents.

The Dolphins remain in the market to acquire a quarterback to compete with Chad Henne for the starting job, and they've reportedly talked with the Denver Broncos about acquiring Kyle Orton.

While the injury-plagued Bush has been paid handsomely since signing his six-year rookie contract worth up to $62 million, his pro career has never reached the heights he and many fans expected when he was selected second overall in the 2006 draft.

Bush has had his share of highlight-reel touchdowns on punt returns, receptions and runs, but has never been to a Pro Bowl or even rushed for as much as 600 yards in a season.

Last season he missed eight games, and during the other eight games was used as a role player, with only 36 carries for 150 yards and just 34 receptions for 208 yards. Knee and leg injuries forced Bush to miss playing time each of the past four seasons - a total of 20 games.

But the speedy Bush gives the Dolphins big-play potential they've lacked. Last season Miami ranked third-worst in the NFL last year in scoring, rushing touchdowns, yards per carry and rushes of 10 yards or more.

The Heisman Trust no longer recognizes Bush as the winner of its award. Bush relinquished his title to it in 2010 after an NCAA investigation concluded the former Southern California star and his family accepted improper benefits from would-be sports agents while Bush was still playing for USC.

The same probe led the Bowl Championship Series to vacate the Trojans' 2004 BCS national title.

Soon after the Saints made a trade for a second first-round pick in April's NFL draft to take Alabama Heisman winner Mark Ingram, Bush wrote: "It's been fun New Orleans," on his Twitter site. Bush later said he regretted that comment and hoped to find a way to stay with New Orleans.

Saints coach Sean Payton had consistently said there remained a place in his wide-open offense for Bush. But after a salary cap of around $120 million was included in Monday's labor agreement that ended the lockout, it became apparent New Orleans would have trouble paying Bush what he wanted while addressing other needs.

Before the lockout, the Saints re-signed running back Pierre Thomas to a four-year, $12 million extension. New Orleans also is high on Chris Ivory, who made the squad as an undrafted rookie last season. He filled in while both Bush and Thomas were hurt, and wound up leading the club in yards rushing with 716 yards and TDs rushing with five. It all made for a crowded backfield.

In his five-year pro career, Bush has rushed 524 times for 2,090 yards - an average of 4.0 yards per carry - and 17 touchdowns. He also has 294 receptions for 2,142 yards and 12 TDs. He also has four career TDs on punt returns.

TRENTON, N.J. (AP) -- Johnson & Johnson said Thursday that it's reducing the maximum daily dose of its Extra Strength Tylenol pain reliever to lower risk of accidental overdose from acetaminophen, its active ingredient and the top cause of liver failure.

The company's McNeil Consumer Healthcare Division said the change affects Extra Strength Tylenol sold in the U.S. - one of many products in short supply in stores due to a string of recalls.

Starting sometime this fall, labels on Extra Strength Tylenol packages will now list the maximum daily dose as six pills, or a total of 3,000 milligrams, down from eight pills a day, or 4,000 milligrams. Beginning next year, McNeil will also reduce the maximum daily dose for its Regular Strength Tylenol and other adult pain relievers containing acetaminophen, the most widely used pain killer in the country.

Besides Tylenol, acetaminophen is the active ingredient in the prescription painkillers Percocet and Vicodin and in some nonprescription pain relievers, including NyQuil and some Sudafed products. It's found in thousands of medicines taken for headaches, fever, sore throats and chronic pain.

But people taking multiple medicines at once don't always realize how much acetaminophen they are ingesting, partly because prescription drug labels often list it under the abbreviation "APAP."

Two years ago, a panel of advisers to the Food and Drug Administration called for sweeping restrictions to prevent accidental fatal overdoses of acetaminophen.

Then in January, the FDA said it would cap the amount of acetaminophen in Vicodin, Percocet and other prescription pain killers at 325 milligrams per capsule - just under half the 700 milligram maximum of some products on the market then. The agency also said it was working with pharmacies and other medical groups to develop standard labeling for acetaminophen.

"Acetaminophen is safe when used as directed," Dr. Edwin Kuffner, McNeil's head of over-the-counter medical affairs, said in a statement. "McNeil is revising its labels for products containing acetaminophen in an attempt to decrease the likelihood of accidental overdosing."

Excessive use of acetaminophen can cause liver damage. In the U.S., it's blamed for about 200 fatal overdoses and sends 56,000 people to the emergency room each year.

McNeil spokeswoman Bonnie Jacobs said other makers of pain relievers are likely to make similar changes to their product labels.

Extra Strength Tylenol is manufactured at a J&J factory in Las Piedras, Puerto Rico, where production has been decreased for months because the FDA, concerned about manufacturing and quality problems, is requiring additional reviews and approvals before medicines can be shipped. J&J said shipments of Extra Strength Tylenol should ramp up in the latter part of this year and throughout next year.

Las Piedras is one of three factories implicated in most of the 25 Johnson & Johnson recalls since September 2009, involving tens of millions of bottles of Tylenol and other nonprescription drugs made by McNeil. Several prescription drugs, hip implants and contact lenses made by other J&J subsidiaries also have been recalled.

The recalls, for quality problems ranging from metal shavings and improper levels of active ingredients in some medicines to packaging with a nauseating odor, resulted in a consent decree between McNeil and the FDA this spring.

As a result, Las Piedras and a second factory, in Lancaster, Pa., are under additional scrutiny. The third factory, in Fort Washington, Pa., made children's medicines such as liquid Tylenol. It has been closed since April 2010 and is being gutted and completely rebuilt.

Jacobs said the label changes are not related to the recalls.

SAN ANGELO, Texas (AP) -- Polygamist sect leader Warren Jeffs dismissed his high-powered defense team and began representing himself Thursday in a last-ditch attempt to delay the start of his sexual assault trial.

With opening statements set to begin, the 55-year-old ecclesiastical head of the Fundamentalist Church of Jesus Christ of Latter Day Saints said he had spent extensive time training his lawyers, but they weren't able to present "a pure defense." He then pleaded for more time to prepare the case by himself.

Jeffs burned through seven attorneys in six months and prosecutors had complained his frequent switching of counsel was a delay tactic. But special prosecutor Eric Nichols, representing the Texas attorney general's office, said he'd be willing to stop the trial until Monday if Jeffs represented himself.

State District Judge Barbara Walther allowed Jeffs to become his own lawyer but refused to delay the case - even as Jeffs sat alone at the defense table, rising every few minutes to mumble about how not delaying it would be a grave injustice.

The judge barreled onward, hearing a pretrial motion Jeffs' lawyers had previously filed seeking to suppress evidence from when Jeffs was arrested after a 2006 traffic stop in Nevada. "Is the defense ready to proceed?" she asked.

Jeffs sat and stared into space, with his lawyers sitting behind him in the public gallery. Finally, attorney Emily Munoz Detoto said "That's you, Mr. Jeffs. And stand up when you address the judge!"

Her former client said he wasn't ready to proceed and it took less than three minutes for Walther to deny the motion. Walther then swore in a jury which will hear opening statements this afternoon.

Jeffs is accused of sexually assaulting two underage girls and, if convicted, could face life in prison. Followers see Jeffs as God's spokesman on Earth - his sect is an offshoot of mainstream Mormonism that believes polygamy brings exaltation in Heaven.

The surreal day in court began with Jeffs spending 25 minutes addressing Walther, speaking in long and complicated sentences that were frequently interrupted by awkward pauses when he would stare intently at the floor.

"The condition of my present defense is such that I cannot use them," he said of his attorneys. "They, not having all needed understanding for my defense, which wants for representation by one who knows and understands the facts of these truths."

Walther asked when he had arrived at the decision, and Jeffs launched into another long-winded answer, assuring her that neither he nor his attorneys have "been idle."

"This has been a continued labor on my part, seeing counsel often have ideas different from the needs at hand," he said, adding that his defense team never "had a true understanding of the facts."

Walther ordered all of Jeffs' attorneys to remain on as side counsel, but held firm on no further delays.

"You cannot fire your lawyers in an attempt to get a continuance," she said. "We're going forward today, sir. Can you understand that?"

Jeffs said not allowing him more time to prepare wouldn't allow "true justice to be served, which is the purpose of the court of law in a nation that professes true justice be served."

Walther didn't grant Jeffs motion to represent himself without first urging him to reconsider. She also said he would get no special favors.

"You have assembled one of the most impressive legal teams this court has ever seen and perhaps ever seen in the state of Texas," the judge said. She later added, "I urge you not to follow this course of action."

Now that Jeffs is representing himself, what he will argue in his own defense is unclear. One of his former attorneys, Deric Walpole, said Monday he would argue his client's constitutional guarantees of freedom of religion had been trampled by police. But Walpole also hinted Jeffs wouldn't be testify or otherwise address the jury during the case.

Jeffs' sect has more than 10,000 members nationwide, and his defense had been financed by an FLDS land trust believed to be worth more than $110 million.

The charges against him stem from a massive police raid in April 2008 at Yearning For Zion, a compound about 45 miles south of the oil and gas town of San Angelo, where Jeffs' trial is taking place, More than 400 children were placed in protective custody, and women who live on the compound appeared on airwaves across the country wearing their traditional, frontier-style dresses and hairdos from the 19th century.

Authorities moved in after receiving an anonymous call to an abuse shelter, alleging that girls on the compound were being forced into polygamist marriages. The call turned out to be a hoax, made by a woman in Colorado, and the children were returned to their families. But police saw underage girls who were clearly pregnant - prompting the charges against Jeffs and 11 other FLDS men.

All seven sect members who have been prosecuted so far were convicted, receiving prison sentences of between six and 75 years.

PHILADELPHIA (CBS)—You can almost envision him standing there in his catcher’s gear behind home plate, a large, thick torso, with vice-grip hands and an imposing glare.

His memory has always been there, lurking, hovering. His special stamp on baseball was so significant that it couldn’t be buried by history, nor entombed by the ignorance of a time that almost seems surreal.

On November 10, Raleigh “Biz” Mackey will be channeled again, resurrected from the past as a member of the Philadelphia Sports Hall of Fame. Many historians consider Mackey the greatest catcher in the Negro Leagues and he’s certainly one of the greatest baseball players that ever played in this area.

Speculation that John Street would challenge Nutter in November escalated in April, when Street changed his voter registration from Democratic to independent.

Now, though, the former two-term mayor is ruling out another run.

MONTGOMERY COUNTY, Pa. (CBS) – A coach at a private school on the Main Line is behind bars tonight, accused of having a sexual relationship with a 16-year-old female player.

James Civello, 50, worked as the squash coach at the Shipley School in Bryn Mawr until July 3, according to the school. That’s about the time authorities began investigating him for the sexual relationship.

Montgomery County District Attorney Risa Vetri Ferman says the girl told her parents about the relationship over the July 4 holiday weekend, and they went to the police. Civello is being held on $100,000 bail in Montgomery County prison pending a preliminary hearing on Thursday. He’s charged with corruption of minors and endangering the welfare of a child.

WASHINGTON (AP) -- House Democrats said Wednesday that President Barack Obama should invoke a little-known constitutional provision to prevent the nation from going into default if Congress fails to come up with a plan to raise the debt ceiling.

Rep. James Clyburn of South Carolina, a member of the Democratic leadership, said he told fellow Democrats that Obama should both veto any House GOP plan for a short-term extension of the debt ceiling and invoke the 14th amendment, which says that the validity of the nation's public debt "shall not be questioned."

The White House has rejected resorting to this tactic to keep the nation from defaulting, questioning its legality, but Rep. John Larson of Connecticut, who chairs the Democratic caucus, said "we're getting down to decision time" and "we have to have a failsafe mechanism and we believe that failsafe mechanism is the 14th Amendment and the president of the United States."

Larson said Clyburn's proposal on the 14th Amendment was met with applause by other Democrats at their meeting.

White House spokesman Jay Carney, asked about Clyburn's proposal, said only Congress has the authority to extend the government's borrowing authority. "The president does not have authority to raise the debt ceiling. It's not a plausible way to address this problem and we do not think it is an option," he said.

The Democratic leaders said the vast majority in their party still support a plan for raising the debt ceiling and cutting spending put forth by Senate Majority Leader Harry Reid. But they said the inability of the government to pay its debts could drive up interest rates and affect millions of Americans forced to pay higher mortgages and higher interest on student loans.

Rep. Xavier Becerra of California, the assistant caucus chair, said Democrats are telling Obama, "Mr. President, Republicans through their failure have given you license to do whatever it takes to not let the American family go down into that abyss with House Republicans."

The post-Civil War 14th Amendment guaranteeing citizenship to all people born or naturalized in the United States contains a provision that "the validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned."

Some legal scholars have said the president can invoke that clause to keep the nation from defaulting on the debt, although there is no legal precedent for such an action.

PHILADELPHIA (CBS) – We now know when and where a fan-funded statue of the late Phillies’ broadcaster Harry Kalas will be unveiled at Citizens Bank Park.

The seven-foot bronze likeness of the beloved announcer is being dedicated before the Phillies-Nationals game on Sunday, August 14th. The statue will be near the left field foul pole.

“Hopefully it develops into a plaza that’s called Kalas’ Corner,” says sculptor Larry Nowlan, who created the statue.

PHILADELPHIA (CBS) - As the US Postal Service studies a list of about 3,700 post offices for possible shutdown nationwide, several postal outlets in Philadelphia and the nearby suburbs have shown up on the list.

Among the best known local post offices on the list are the Benjamin Franklin post office in the 300 block of Market Street, in Old City, and ones in Manayunk, Roxborough, East Germantown, 30th Street train station, Overbrook, and St. Davids in Wayne.

WASHINGTON (AP) -- Democratic Rep. David Wu of Oregon announced Tuesday that he will resign amid the political fallout from an 18-year-old woman's allegations of an unwanted sexual encounter with him.

Wu had already said that he would not seek re-election, but he had come under increasing pressure to step down. Shortly after the allegations broke, Democratic Leader Nancy Pelosi requested a House Ethics Committee investigation of his conduct.

"The well-being of my children must come before anything else," Wu said in a statement. "With great sadness, I therefore intend to resign effective upon the resolution of the debt-ceiling crisis. This is the right decision for my family, the institution of the House and my colleagues."

Wu is the second House Democrat in the last six weeks to be forced to resign following allegations of sexual misconduct. Rep. Anthony Weiner of New York resigned after sending lewd photos of himself through Twitter. Wu faced allegations in his 2004 campaign that he had sexually assaulted a former girlfriend when they were students at Stanford University in the 1970s

Wu, a Yale-educated lawyer, was elected to Congress in 1998 as the first Chinese-American to serve in the House. He's maintained a centrist voting record but has been a leading voice on human rights abuses in China. He angered the high-tech firms in his district when he voted against normalizing trade relations with China.

Wu's hometown newspaper, the Oregonian, reported on Friday night that a California woman had called Wu's office in Portland and reported an unwanted sexual encounter with him around Thanksgiving. The paper also reported that Wu told senior aides the sexual encounter was consensual.

The newspaper said the woman decided not to press charges because there were no witnesses and it would have been her word against Wu's.

Wu has consistently won re-election with ease, but he was already facing the prospects of a difficult campaign even before the latest scandal broke. In January seven staffers resigned because of behavior that included sending a photo of himself in a tiger costume to a staff member and an angry public speech. Wu attributed those to a period of mental health challenges that began in 2008 as marital issues led to a separation from his wife.

Democratic candidates who had already lined up to challenge Wu in the 2012 primary immediately called for Wu's resignation. On Capitol Hill, the pressure came behind the scenes, most notably from Oregon's two senators, Ron Wyden and Jeff Merkley. The chiefs of staff for the two lawmakers met with Wu's chief of staff early Tuesday and made clear that the two senators were going to call for his resignation publicly. Their joint statement went out about the same time that Wu's resignation did.

"While no one takes pleasure in asking a colleague to resign, we believe he can no longer be an effective representative for our shared constituents and should, in the best interest of Oregon, step down," the release stated.

Wu said he could not care for his family the way he wanted to while staying in Congress and fighting "these very serious allegations."

"It has been the greatest privilege of my life to be a United States congressman," Wu said in his resignation announcement. "Rare is the nation in which an immigrant child can become a national political figure. I thank God and my parents for the privilege of being an American."

Under state law, Democratic Gov. John Kitzhaber sets the date for a special election. There is no provision for an interim appointment.

The governor has two options. He can schedule the election within 80 days of the resignation. If he does, the parties nominate candidates according to their internal rules, such as through a convention.

He can schedule the election for 80 days or longer beyond the date of resignation. In that case, there will also be a primary election to select candidates.

Press secretary Christine Miles said Tuesday that Kitzhaber and his staff were working on a date and trying to decide which option he'll choose.

Wu has a daughter, 11, and a son, 13. He is an attorney and received his law degree from Yale Law School.

The reason, said former Gov. Barbara Roberts, is that Wu - despite troubles that have plagued him over the years - was "good in keeping on top of the needs of his constituency."

"David was quite charming when he was on the road. I've seen him with senior citizens. He was so attentive to their questions," Roberts said.

Democratic officials predicted that they will have little trouble retaining the seat. Republicans have been silent on Wu and opted to spend their time and efforts on the debt ceiling debate.

"Congressman Wu's resignation is the right decision," said Rep. Steve Israel, chairman of the Democratic Congressional Campaign Committee. "A Democrat has held this seat in Congress since 1975, Sen. John Kerry won this district (as a presidential candidate) in 2004 and President Obama won this district with 63 percent in 2008."

While Democrats have had to deal with the distractions associated with Weiner and Wu over the past few weeks, Republicans have also had their share of sex scandals. In May, Sen. John Ensign, R-Nev., resigned in the midst of a Senate Ethics Committee investigation that was looking into steps that he took to cover up an affair with a former member of his campaign staff. In February, Rep. Christopher Lee, R-N.Y., abruptly resigned after a gossip website reported that he had sent a shirtless photo of himself to a woman he met on Craigslist.

OSLO, Norway (AP) -- When Anders Behring Breivik launched his assault on the youth campers of Utoya Island, he expected Norway's special forces to swoop down and stop him at any minute.

Instead, Delta Force police officers made the 25-mile journey by car - they have no helicopter - then had to be rescued by a civilian craft when their boat broke down as it tried to navigate a one-minute hop to the island.

It took police more than 90 minutes to reach the gunman, who by then had mortally wounded 68 people. Breivik immediately dropped his guns and surrendered, having exceeded his wildest murderous expectations.

As Oslo's police force sounds an increasingly defensive note, international experts said Tuesday that Norway's government and security forces must learn stark lessons from a massacre made worse by a lackadaisical approach to planning for terror.

"Children were being slaughtered for an hour and a half and the police should have stopped it much sooner," said Mads Andenas, a law professor at the University of Oslo whose niece was on the island and survived by hiding in the bushes. One of his students was killed.

"Even taking all the extenuating circumstances into account, it is unforgivable," he said.

These include the fact that Breivik preceded his one-man assault on the island with a car bomb in the heart of Oslo's government center. Authorities were focused on helping survivors from that blast as the first frantic calls came in from campers hiding from the gunman on Utoya, northwest of Oslo.

Survivors said they struggled to get their panicked pleas heard because operators on emergency lines were rejecting calls not connected to the Oslo bomb. When police finally realized a gunman was shooting teens and 20-somethings attending a youth retreat on the island, Breivik had already been hunting them down for half an hour.

In a final act of bungling, police on Monday revised the island death toll down to 68, after initially miscounting the corpses at 86.

Breivik's lawyer, Geir Lippestad, said Tuesday his client was surprised he even made it onto the island without being stopped by police, never mind that he was left to fire his assault rifle and handgun for so long.

The island's lone part-time security guard was among the first people he killed.

Police spokesman Johan Fredriksen rebuffed criticism Tuesday of the planning and equipment failures, calling such comments "unworthy."

"We can take a lot, we're professional, but we are also human beings," he said.

International experts said Norway must take a hard look at a response system apparently premised on the assumption that the country didn't face a credible risk of terrorist attack, much less a back-to-back bombing and gun rampage.

That could be difficult in a country renowned for a culture of openness that has led to jaw-dropping security lapses in the past.

Norway's most infamous crimes before Friday involved the 1994 and 2004 thefts of artworks by its best-known painter, Edvard Munch. In the first theft, the robbers left their ladder propped up against an unlocked National Gallery window - and replaced Munch's "The Scream" with a mocking note: "Thanks for the poor security."

Fernando Reinares, former senior anti-terrorism adviser to the Spanish government, said Friday's attacks point to "an astonishing failure in police intelligence." He said a competent anti-terrorist agency would have identified Breivik before he struck because of his purchases of bomb-making ingredients and specialist weaponry.

"Norway is behind other Western European countries in adapting internal security structures and procedures to face terrorist challenges," Reinares said. "But there was also an amazing failure in police preparedness and reaction, both in terms of human resources and technical capabilities."

Andrew Silke, director of terrorism studies at the University of East London, called the police response "a bit Keystone Kops" because Norway's police were "just not used to dealing with something like this. The system was swamped."

Frank Cilluffo, director of the Homeland Security Policy Institute at George Washington University, said Norway has been victimized in the same way as all countries caught off guard by terror.

"Their planners suffered a major failure of imagination, to foresee that the adversary could go that far," he said. "But this is exactly what every counter-terror policy must do to be effective: to plan and train for worst-case scenarios. Because if you haven't done that before the bomb goes off or the shooting starts, then you're just improvising, and that just increases the dangers."

In Norway's case, the Delta Force squad - whose Norwegian name, "Beredskapstroppen," means "emergency unit" - is equipped only to travel to crises on Norway's largely two-lane road network. It took about a half-hour to cover the roughly 25-mile (40-kilometer) journey.

Police spokesman Sturla Henriksbo said Norway - a country spanning some 1,100 miles (1,750 kilometers) in length, with about 50,000 islands - has only one police helicopter, based at an airport north of Oslo. The helicopter has only four seats, including two for the pilots and one for an equipment manager.

"That helicopter is never assigned for the transportation of anyone, never mind Delta Force," he said.

Still, it could have been used as a rapid-response platform for a police sniper, said Finn Abrahamsen, a former Oslo policeman who directed the force's violent crimes unit.

But even that wasn't possible on Friday: All police helicopter pilots were away on summer holidays.

Delta Force could have used an army helicopter, but decided it would take too long to scramble one from the nearest base in Rygge, some 40 miles (60 kilometers) to the south.

So they drove, then waited for the local police department to scramble its lone boat, a small rigid inflatable craft. All the while, shooting and screams could be heard from Utoya, just 600 yards (meters) away.

Within seconds of jumping on board, officers found themselves having to bail out the overloaded vessel. Then the engine became waterlogged and died.

"Too many policeman wanted to go too quickly to the island," said Kgell Tvenge, commander of the police base in the nearby town of Honefoss where the boat is docked.

"But the boat didn't sink. They got a new boat from a tourist," he said.

Authorities say that within five minutes after the police reached the island, Breivik was disarmed and in custody.

In a 1,500-page manifesto published online before the attack, the killer said he planned to surrender as soon as police arrived, so that he could publicize his extreme nationalist and anti-Muslim views in court and inspire copycat attacks elsewhere.

Andenas, the law professor, said he would have expected Norway's special forces to have trained to reach a popular retreat like Utoya within 15 minutes.

"Many people feel this was a very difficult situation, that one should take account of that and not be too critical of people who certainly tried to do their best," Andenas said.

"But it was just not good enough. The police action was too little and too slow," he said. "The cold truth is that many children who died out there should not have died."

NEW YORK (AP) -- Could the U.S. lose its top credit rating even if a deal is reached to raise the debt limit? Market analysts and investors increasingly say yes. The outcome won't be quite as scary as a default, but financial markets would still take a blow. Mortgage rates could rise. States and cities, already strapped, could find it more difficult to borrow. Stocks could lose their gains for the year.

"At this point, we're more concerned about the risk of a downgrade than a default," said Terry Belton, global head of fixed income strategy at JPMorgan Chase. In a conference call with reporters Tuesday, Belton said the loss of the country's AAA rating may rattle markets, but it's "better than missing an interest payment."

Even with a deadline to raise the U.S. debt limit less than a week away, many investors still believe Washington will pull off a last-minute deal to avoid a catastrophic default. Washington has until Aug. 2 to raise the country's $14.3 trillion borrowing limit or risk missing a payment on its debt. President Barack Obama and Congressional Republicans have failed to reach an agreement to raise the debt ceiling and pass a larger budget-cutting package. Politicians have tied raising the debt limit and spending cuts together.

But at least one credit rating agency has already made it clear that unless that agreement includes at least $4 trillion in budget cuts over the next decade, the country's AAA rating could be lost. Right now, the proposals under discussion cut around $2 trillion or less.

Standard & Poor's warned earlier this month that there was a 50-50 chance of a downgrade, if Congress and President Obama failed to find a "credible solution to the rising U.S. government debt burden." S&P said it may cut the U.S. rating to AA within 90 days. Passing a $4 trillion agreement could prevent a downgrade, S&P said.

The other chief rating agency, Moody's Investors Service, said the U.S. government would likely keep its top rating if it avoids a default.

Spokesmen from both Moody's and S&P said they wouldn't comment beyond their recent reports.

JPMorgan's Belton said clients have started asking how markets will respond if the U.S. loses its AAA rating. A drop to AA will mean permanently higher borrowing costs for the U.S. government, he said. And because government lending rates act as a floor for other lending rates, mortgages, student loans, corporate debt and other types of loans will become more expensive.

Belton estimates that borrowing costs would rise between 0.60 to 0.70 points. That may not sound like much. But mortgage interest rates, which have hovered around 4.5 percent for the last several weeks, could rise by at least that amount, to more than 5.1 percent.

And for the federal government, it eventually means an extra $100 billion in interest payments to Treasury holders like China each year.

"That's a huge number," Belton said. That $100 billion a year that could be spent elsewhere on everything from education to infrastructure.

An increase in interest rates could soon become a drag on other parts of the economy, experts say. State governments and insurance agencies would also be downgraded - and states are already having financial troubles. Business confidence could sink again, leading to prolonged high unemployment.

But some investors aren't unhappy about the thought of a U.S. debt downgrade. Don Quigley, manager of the $1.5 billion Artio Total Return Bond fund reasons that such a move could provide a buying opportunity. He believes that a downgrade would immediately send the yield of the 10-year bond up to 3.15 percent from its current level of about 3 percent.

If the economy sinks further in part because of higher interest rates, investors would very likely return to buying bonds, Quigley said. That's what they've done during the last several years both during the financial crisis and recession, and again the last several months as the economic recovery has slowed.

Treasurys would keep their allure, in part, because there are few alternatives for large foreign buyers looking for a market big enough to handle massive investments.

"The German market is not big enough and Japan has its own problems," Quigley said.

A cut to the U.S. credit rating could hit stocks harder than bonds. A study by Janney Montgomery Scott looked at rating changes to countries over the past decade. After Spain was downgraded in 2009, Spain's stock market fell 8 percent in three months. A cut to Japan's credit rating in 2011 knocked the country's stock market down 3.4 percent in three months. The study, released in April, suggested the S&P 500 would fall 6 percent after a U.S. downgrade, erasing all its gains for the year.

US senator Bob Casey (D-Pa.), accompanied by US representatives Allyson Schwartz (D-Pa.), Chaka Fattah (D-Pa.), and Pat Meehan (R-Pa.) say the proposed legislation would be a big deal for Philadelphia and southeastern Pennsylvania since one out of six jobs in this area are in the life sciences, which includes pharmaceutical, biotechnology, and medical device companies.

PHILADELPHIA – Aaron Harang outpitched Cliff Lee, Chris Denorfia stole home and the San Diego Padres beat the Philadelphia Phillies for the first time in more than a year, 5-4 on Monday.

Harang (9-2) gave up four runs in six innings to help the Padres avoid a four-game sweep and defeat the Phillies for the first time since June 7, 2010. The Phillies had beaten the Padres 10 straight times, their second-longest streak against them since winning 11 from 2004-06.

DALLAS (AP) -- Guests had just finished singing "Happy Birthday" to an 11-year-old boy when his father spoke to him briefly, then pulled out a gun and shot the child's mother, four of her relatives and himself, said a disc jockey who witnessed the shooting spree at a Texas roller rink.

Tan Do, 35, was "smooth, cool" as he shot his victims at close range, DJ Allen Tillotson told The Associated Press on Monday. He "knew exactly the people he wanted" to shoot and paused only to reload a weapon that had been hidden in his pants, Tillotson said.

"After he went for the wife, he went for the next lady, then a man, then a young lady," he said.

Do killed his estranged wife Trini Do, 29; two of her sisters, Lynn Ta, 16, and Michelle Ta, 28; her brother, Hien Ta, 21; and her sister-in-law, Thuy Nguyen, 25. Four others were wounded. At the end of the Saturday night rampage, Tran Do shot himself.

Tillotson said he was on his way to get a garbage can to clean up the DJ booth when the shooting began.

"I thought I was going to be dead, but Jesus had me," the 19-year-old said.

Police in suburban Grand Prairie have concluded the attack was planned.

"Domestic violence had been going on for quite some time, and he used the party to kill these people," department spokesman John Brimmer said.

Trini Do's aunt, Janice Tran, told the AP that Tan Do loved his wife but had trouble controlling his temper and the couple argued constantly, often about money. Tran said she and other relatives tried to help keep the peace, but Tan Do had "attitude problems" that were getting worse.

"Lately, we (gave) up because we did not do any good," said Tran, who lives in lives in Fort Smith, Ark.

Tran said she helped Trini Do, her parents and her siblings emigrate from Vietnam to western Arkansas in 1994. Michelle Ta lived in North Texas, and Lynn Ta, Hien Ta and Nguyen lived in Fort Smith, Tran said.

"It's very hard," Tran said. "Every time when I think about Trini and Michelle and Hien, it's hard."

Trini Do obtained a protective order last December against Tan Do but had it withdrawn earlier this year against a prosecutor's advice because she wanted to give him another chance. She also sought a divorce in 2008 but withdrew that filing months later after Tan Do "begged" her to come back, Tran said.

Trini Do said in her request for a protective order that there was a pattern of physical violence and threats, according to The Dallas Morning News and KTVT-TV in Dallas. They included an incident early last year in which she claimed Tan Do fired shots into the ceiling after threatening to shoot her.

"He dragged me into the closet, pull his gun . and threaten me. I was afraid for my safety," an affidavit quotes her as saying.

Then, in November, her husband slapped her face in front of their two children during an argument, Trini Do said. She pretended to call 911 but intentionally misdialed because she didn't want her husband to be arrested, the document states.

Trini Do said the episode made her husband so angry he dragged her into the kitchen and threatened her again with guns.

"He was so upset and went inside the room and gets all the guns out. If anyone show up at the house, he will shoot them . The kids saw that and they both frighten and cry so bad," she said in the affidavit. Along with their son, the couple had a 3-year-old daughter.

Although the court ordered Tan Do to stay away from the family, it withdrew the order in March based on Trini Do's statement that her husband had promised to change.

"I hope that I am making the right decision," Trini Do said in a second affidavit.

WASHINGTON (AP) -- Rep. David Wu, facing an accusation of an unwanted sexual encounter with an 18-year-old woman and a request for an investigation by the House Ethics Committee, will not seek re-election next year and was pondering whether he would complete his term, a spokesman for the Oregon Democrat said Monday.

In a letter sent Monday, House Democratic leader Nancy Pelosi requested the Ethics Committee investigation. The Oregonian, Wu's hometown newspaper, had reported that a California woman left a voicemail at Wu's office accusing him on an unwanted sexual encounter. Wu, 56, has said the encounter was consensual.

A few hours after the investigation request, Wu spokesman Erik Dorey told The Associated Press: "He's still determining his political future, but he will not run for re-election. He's fully focused on fulfilling his elected duties and serving his constituents to the best of his duties here in the House."

Wu tried to keep a low profile Monday as lawmakers returned to work and focused their attention on the debate over raising the debt ceiling. Dorey, his communications director, noted that Wu took part in House votes.

Wu, in his seventh term, was guaranteed a stiff primary challenge after seven staffers resigned in January because of unusual behavior that included sending a photo of himself in a tiger costume to a staff member and an angry public speech. Wu attributed those actions to a period of mental health challenges that began in 2008 as marital issues led to separation from his wife.

Those problems paled compared to the potential fallout from the encounter with the young California woman. Citing anonymous sources, The Oregonian reported that Wu told senior aides that the sexual encounter was consensual. The Portland paper reported Facebook notes indicated she graduated from high school in 2010 and that she registered to vote in California last August.

The paper said the woman decided not to press charges against Wu because there were no witnesses and it would have been her word against Wu's.

The heart of the 1st Congressional District is Washington County, a center of high tech and suburban development and the home of David Robinson, a former Navy officer and municipal official who lost by a margin of 4-1 to Wu in the Democratic primary last year.

In 2004, Wu won re-election in spite of acknowledging a decades-old college incident in which he tried to force a former girlfriend to have sex. Voters said they disliked an opponent's attempt to use that against Wu.

The fierce debate over how to raise the debt ceiling overshadowed the potential Capitol Hill sex scandal. Lawmakers from both parties on Monday raced to come up with some way out of a political standstill that threatens the government's ability to pay its bills, leaving themselves little time or inclination to talk about Wu.

"I don't know the facts. Certainly, I agree with Leader Pelosi that the Ethics Committee must look at this and must look at it at an accelerated fashion," said Rep. Steny Hoyer of Maryland, the No. 2 Democrat in the House. "There has been an allegation made and we need to know the merits of that allegation."

It took several days before the scandal the enveloped former Rep. Anthony Weiner turned into a media frenzy. Wu could still face such a development if more information surfaced. But he was largely absent from lawmakers' public comments on Monday.

Democratic leaders held a news conference to discuss the debt ceiling and the economy, and Wu's name did not come up once. Republicans also focused their attention on the debt ceiling, with no GOP leaders calling publicly for him to resign.

Nearly all the public pressure on Wu to step down was coming from his home state. Potential rivals in the Democratic primary have called on him to step down.

Mary Botkin, a former Democratic National Committee committeewoman from Portland, added her name Monday to those calling for his resignation. She said she has known Wu since the 1980s but his credibility was "so severely damaged" that he should step down.

Botkin said Wu's constituents need a "member of Congress who is fully engaged in the issues. I think my friend is not fully engaged."

Rep. Chris Van Hollen, D-Md., said Wu should come forward and publicly disclose what happened. He also said the Ethics Committee was the appropriate place for a full investigation.

Rep. John Larson, D-Conn., said he spoke with Wu over the weekend. He said he didn't seek an explanation in that particular exchange.

"I asked him how he was doing, and I told him he should be concerned first and foremost about his children and his family. He acknowledged that and he acknowledged he has a very difficult decision coming up," Larson said.

WASHINGTON (AP) -- After months of public nastiness and private negotiations, of court filings and rulings, of players and owners squabbling over more than $9 billion a year, NFL fans finally saw the handshake and heard the words they awaited: "Football's back."

NFL Commissioner Roger Goodell and NFL Players Association head DeMaurice Smith both used that phrase while standing shoulder-to-shoulder Monday, announcing their agreement on a 10-year deal to end the lockout that began in March.

Then came what may truly be the lasting image of the dispute's resolution: Indianapolis Colts offensive lineman Jeff Saturday wrapped one of his burly arms around New England Patriots owner Robert Kraft and enveloped him in a hug - a gesture that symbolized the acrimony's end more than any statement could.

"I'd like, on behalf of both sides, to apologize to the fans: For the last five, six months we've been talking about the business of football - and not what goes on, on the field, and building the teams in each market," Kraft said. "But the end result is we've been able to have an agreement that I think is going to allow this sport to flourish over the next decade."

Owners can point to victories, such as gaining a higher percentage of all revenue, one of the central issues - they get 53 percent, players 47 percent; the old deal was closer to 50-50. There's also a new system that will rein in spending on contracts for first-round draft picks.

Players, meanwhile, persuaded teams to commit to spending nearly all of their salary cap space in cash and won changes to offseason and in-season practice rules that should make the game safer.

One important compromise came on expanding the regular season from 16 to 18 games, which owners favored. That can be revisited for the 2013 season, but players must approve any change.

"Both parties were trying to stand their ground - and rightfully so," said Vikings linebacker Ben Leber, one of the 10 named plaintiffs in the players' antitrust suit against the league that will not be dropped. "In the end, against all the negativity that was out there publicly, they took their time and hammered out what I think is going to turn out to be one of the best deals in the history of sports."

An interesting choice of phrase, given that Smith and some players grew fond of calling the owners' last offer before talks fell apart in March "probably the worst deal in sports history."

Here was Smith's take Monday: "We didn't get everything that either side wanted ... but we did arrive at a deal that we think is fair and balanced."

Now comes frenzied football activity, starting immediately. Club facilities will open to players Tuesday, when 2011 draft picks and rookie free agents can be signed, and teams can begin talking to veteran free agents. Training camps for some teams may begin as soon as Wednesday.

"Chaos," said Jets fullback Tony Richardson, a member of the NFLPA's executive committee. "That's the best word for it."

Only one exhibition game was lost: the Hall of Fame opener between the Bears and Rams, scheduled for Aug. 7 in Canton, Ohio.

Otherwise, the entire preseason and regular-season schedules remain intact.

"Our players can't be more excited about going back to doing the thing they love the most," NFLPA president Kevin Mawae said. "We always said during this process we would do a deal when it's right and when it's the right deal. Our players did that. We stuck it out to the end."

When Saturday spoke to reporters, he offered an eloquent tribute to Kraft, lauding him as "a man who helped us save football," and to Kraft's wife, Myra, who died Wednesday from cancer.

"A special thanks to Myra Kraft, who even in her weakest moment allowed Mr. Kraft to come and fight this out," Saturday said. "Without him, this deal does not get done."

Kraft, meanwhile, took a verbal jab at the nearby White House and Congress, saying: "I hope we gave a little lesson to the people in Washington, because the debt crisis is a lot easier to fix than this deal was."

Owners overwhelmingly approved a proposal to end the dispute Thursday, but some unresolved issues needed to be reviewed to satisfy players. The sides worked through the weekend and wrapped up nearly every detail by about 3 a.m. Monday on a final pact that runs through the 2020 season and can't be terminated before then.

That's significant because the old collective bargaining agreement contained an opt-out clause, and owners exercised it in 2008. That led to the contract expiring when talks broke down March 11; hours later, owners locked out the players, creating the NFL's first work stoppage since 1987 - and longest in league history.

"I know it has been a very long process since the day we stood here that night in March," Smith said in a brief appearance about 20 minutes before being joined by Goodell and three owners. "But our guys stood together when nobody thought we would. And football is back because of it."

As he spoke, Smith was surrounded by some players, including Saints quarterback Drew Brees, one of 10 plaintiffs in the antitrust lawsuit that players filed against the league March 11. Two unanimous NFLPA leadership votes cleared the way for that case to be dropped and the lockout to go away: first, to recommend to the plaintiffs that they accept the settlement; second, to recommend that all 1,900 players re-establish the union.

All players now will take a vote to re-certify the union - it was dissolved March 11, turning the NFLPA into a trade association - and then one more vote to approve the final CBA. It all needs to be wrapped up by Aug. 4 to make everything official, something everyone involved believes will happen without a hitch.

Only once it is back to being a union can the NFLPA finish the contract, covering remaining items such as player discipline, drug testing, disability programs and pensions.

Several people involved in the negotiations praised Goodell and Smith for working with each other to try get the sides to arrive at a deal.

"If we don't have a good relationship, it hurts the game and the business of football," Smith said. "I'm not sure any two people have ever come together in a more compressed, public, interesting time than Roger and I."

Now get set for a wild week.

On Tuesday, clubs can begin talking to veteran free agents, who can sign as soon as Friday. On Wednesday, training camps will start to open.

The major economic framework for the deal was worked out more than a week ago.

That included dividing revenue; a per-club cap of about $120 million for salary and bonuses in 2011 - and at least that in 2012 and 2013 - plus about $22 million for benefits; a salary system to rein in spending on first-round draft picks; and unrestricted free agency for most players after four seasons.

"If I don't have to hear the word 'lockout' for a long time, I'll be happy about that," Arizona Cardinals receiver Larry Fitzgerald said. "I know guys are ready to get back to work."

WASHINGTON (AP) -- Just last fall, Americans were feeling better about their personal finances. Now they're starting to worry more about how they'll pay off debts as they feel the nation's economic recovery wobbling.

With Congress deadlocked over how to deal with the national debt, household debt is causing stress for nearly half the country, according to a new Associated Press-GfK poll. One in five adults worries about debt most or all of the time. If they bought something on a credit card in the past month, more than a third say they won't pay it off when the bill comes.

The increased stress represents a reversal from last fall's AP-GfK poll, which found increasing confidence about personal finances. Debt-related stress is up 17 percent from that November survey, bumping such worries back up to levels seen in 2009 and in the spring of last year.

"It's not that our debt is huge. It's just hard to make it, month to month," said Theresa Telford, 45, a teacher's aide raising four kids with her husband, a sheriff's deputy. "It seems like everything is going up, but wages aren't going up."

Telford is also nervous because she's watched so many people lose their jobs in her small town of Davenport, Wash., and some of her friends still can't find work. Although the recession officially ended in June 2009, Americans display little faith in a recovery hobbled by grinding unemployment, slow economic growth, volatile gasoline and food prices and political feuding over how to stem the skyrocketing national debt. Consumer confidence fell to a seven-month low in June in the Conference Board's survey.

"We're starting to be fearful again that things may fall apart," said Paul J. Lavrakas, a research psychologist and AP consultant who analyzed the survey. Lavrakas and other researchers have found that debt can be bad for the health as well as the wallet. Those suffering the most anxiety over their debt are at risk for stress-related illnesses, such as ulcers, depression or heart attacks.

The poll found that households earning more than $75,000 had the biggest increase in debt-related stress since November. But stress levels continue to be highest within the most vulnerable groups: households that have lost jobs, people with family incomes below $20,000, single parents, and adults without high school diplomas. Married moms and adults under 30 years old showed significantly more anxiety than in the fall.

In all, more than 40 million Americans are feeling serious stress over the money they owe, whether it's for credit cards, mortgages, car loans or other debts, the poll indicates.

It's a tough period for high school dance instructor James J. Moran of Shelton, Conn. He doesn't get paid during summer break, except for the occasional dancing or acting jobs he lands.

"For three months I scrape by and I can only afford to make the minimum payments on my credit cards," said Moran, who owes more than $5,000 on his cards and about $14,000 in student loans. "I put more toward the debts when I can, but when I can't that's when I really worry."

The news isn't all bleak. Although it ticked upward, the Debt Stress Index based on the AP-GfK poll came in at 29.2, still within the range considered moderately low. Most people say they are handling their credit cards well in lean times.

Nine out of 10 people with credit cards say they trust themselves to handle debt. Most say they use credit cards because they're more convenient than cash. About half say they charge only what they can afford to pay for at the end of the month.

"Am I going off and buying things right now? No," said Donald Doane, 53, of Duluth, Minn. Doane said he carries "a little debt but nothing I can't handle" on a low-interest credit card that he reserves for emergencies and big purchases.

A salesman for Savories Catering in Duluth, Minn., Doane tracks the economy by how much his customers spend on wedding receptions and office parties. "People are spending," he said, "it's just that they're being more frugal."

Americans have been borrowing less and saving more in response to the Great Recession and its aftermath. Credit card borrowing increased in May, only the second monthly gain since August 2008, according to the Federal Reserve's latest figures. The total is still down 18.5 percent from its peak in August 2008.

The AP-GfK poll put median credit card debt in June at $800, the same as in November. Average debt was down slightly from November at $3,200. About four in 10 people surveyed owe more than $1,000 in credit card debt. One in every 10 owes $10,000 or more.

Lavrakas said the poll provides a snapshot of the typical American who's seriously stressed by debt: a working parent, in his or her 30s or early 40s, who doesn't have a high school diploma and is raising a family on household income of less than $20,000.

Those reporting the highest stress levels were more likely than others to say they had debt due to medical bills, that their financial situation was "very poor," that they charge things they know they cannot pay off when the bill comes and that they don't trust themselves to manage their credit cards. They are pessimistic about the future, both because of their personal finances and the nation's.

"The most stressed people are at the lower financial tiers, and that's just the reality of their life," Lavrakas said. "The optimism that some of them may have had last fall didn't pan out. They've sunk into being pessimistic and they have good reason to be."

Troy Clawson, a disabled former construction worker in Felsenthal, Ark., said he has been worrying more about his debts - his mortgage and car payments, medical bills for himself and his wife, and store credit cards at Wal-Mart and an auto repair shop.

So Clawson, 60, is trying to be more cautious and avoid pulling out his credit cards. "I don't really like to," he said, "but sometimes it's necessary when you're in a bind."

The AP-GfK poll was conducted June 16-20 by GfK Roper Public Affairs and Corporate Communications. It involved landline and cell phone interviews with 1,001 adults nationwide, including 715 who have credit cards. Results for the full sample have a margin of sampling error of plus or minus 4.1 percentage points.

OSLO, Norway (AP) -- The self-described perpetrator of Norway's deadly bombing and shooting rampage was ordered held in solitary confinement Monday after calmly telling a court that two other cells of collaborators stood ready to join his murderous campaign.

Anders Behring Breivik, who has admitted bombing the capital and opening fire on a youth group retreat on an island resort, told authorities he expects to spend the rest of his life in prison. Declaring he wanted to save Europe from "Muslim domination," he entered a plea of not guilty that will guarantee him future court hearings and opportunities to address the public, even indirectly.

Norway has been stunned by the attacks and riveted by Breivik's paranoid and disturbing writings. Hundreds thronged the courthouse, hoping to get their first glimpse of the man blamed for the deaths of 76 people - lowered Monday from 93. At one point, a car drove through the crowd and onlookers beat it with their fists, thinking Breivik might be inside.

Still tens of thousands of Norwegians also defied his rhetoric of hate to gather in central Oslo to mourn the victims and lay thousands of flowers around the city.

Police believe Breivik, 32, acted alone, despite his grand claims in a 1,500-page manifesto that he belonged to a modern group of crusaders. But they have not completely ruled out that he had accomplices.

Judge Kim Heger ordered Breivik held for eight weeks, including four in isolation, noting his reference to "two more cells within our organization."

In an interview published Monday, Breivik's estranged father said he wished his son had killed himself instead of unleashing his rage on innocent people.

The outpouring of emotion stood in stark contrast to what prosecutor Christian Hatlo described as Breivik's calm demeanor at the hearing, which was closed to the public over security concerns and to prevent a public airing of his extremist views. Hatlo said he "seemed unaffected by what has happened."

Meanwhile, police revealed they had dramatically overcounted the number of people slain in the shooting spree on Utoya island, lowering the death toll there from 86 to 68. Police spokesman Oystein Maeland said police and rescuers were focused on helping survivors and securing the area, and may have counted some bodies twice, though he did not immediately explain how the errors occurred.

Police also raised the toll from a bombing outside the government's headquarters in Oslo from seven to eight.

The sharp reduction in the death toll adds to a list of police missteps: They took 90 minutes to arrive at the island retreat after the first shot and survivors who called emergency services reported being told to stay off the lines unless they were calling about the Oslo bombings.

On Monday, the force revealed its entire Oslo helicopter crew had been sent on vacation and thus couldn't be mobilized to the scene.

By contrast, Breivik, who donned a police uniform as part of a ruse to draw campers to him, appeared in total control during the island rampage, police official Odd Reidar Humlegaard said.

"He's been merciless," Humlegaard said.

Authorities say Breivik used two weapons during the island attack - both bought legally, according to his manifesto. A doctor treating victims told The Associated Press the gunman used illegal "dum-dum"-style bullets designed to disintegrate inside the body and cause maximum internal damage.

Breivik faces 21 years in prison for the terrorism charges, but he has told authorities he never expects to be released. While 21 years is the stiffest sentence a Norwegian judge can hand down, a special sentence can be given to prisoners deemed a danger to society who are locked up for 20-year sentences that can be renewed indefinitely.

Oslo began to get back to normal Monday, with shops opening and the tram running.

The entire country paused for a minute of silence in honor of the victims, then later in the day, 150,000 people filled the city's streets to mourn the dead with a rose vigil that ended in the heart of the city. Afterward, entire streets were awash in flowers; roses also decorated the fences that blocked off Friday's bomb site.

Crown Prince Haakon spoke "of a street being filled with love," bringing his wife, Crown Princess Mette-Marit, to tears. "We have the power to meet hate with togetherness. We have chosen what we stand for," he said.

Breivik has pilloried Norway's openness and embrace of immigrants, saying his attacks were intended to start a revolution to inspire Norwegians to retake their country from Muslims. He blames liberals for championing multiculturalism over Norway's "indigenous" culture.

"The operation was not to kill as many people as possible but to give a strong signal that could not be misunderstood that as long as the Labor Party keeps driving its ideological lie and keeps deconstructing Norwegian culture and mass importing Muslims, then they must assume responsibility for this treason," according to the English translation of Judge Heger's ruling.

Breivik has claimed the killings were meant to wake people up to these problems and to serve as "marketing" for his manifesto.

Heger, however, denied Breivik the public stage he wanted to air his extremist views by closing Monday's court hearing and ordering him cut off from the world for eight weeks, without access to visitors, mail or media. For four of those, he will be in complete isolation. Typically, the accused is brought to court every four weeks while prosecutors prepare their case, so a judge can approve his continued detention. Longer periods are not unusual in serious cases.

In the court appearance, Breivik alluded to two other "cells" of his network - which he refers to in his manifesto as a new "Knights Templar," the medieval cabal of crusaders who protected Christian pilgrims in the Holy Land.

In the treatise, he describes being invited to join the group, which he says is dedicated to "anti-jihad," and claims members held meetings in London and the Baltics. Afterward, he says, they vowed not to contact one another and to instead plan their "resistance" on their own.

But they were also to space out their attacks, he wrote. "We should avoid any immediate follow-up attacks as it would negate the shock effect of the subsequent attacks. A large successful attack every 5-12 years was optimal," he wrote.

At one point, his manifesto briefly referred to an intention to contact two other cells, but no details were given.

European security officials said they were aware of increased Internet chatter from individuals claiming they belonged to the Knights Templar and were investigating claims that Breivik, and other far-right individuals, attended a London meeting of the group in 2002.

In his manifesto, Breivik describes how he bought armor, guns, tons of fertilizer and other bomb components, stashed caches of weapons and wiped clean his computer hard drive - all while evading police suspicion.

One of those purchases apparently was flagged by Norway's police security service. The service said it was alerted in March to a suspicious purchase by Breivik from a Polish chemical firm.

Agency chief Janne Kristiansen told national broadcaster NRK the 120 kroner ($22) purchase of an undisclosed product set off an alert as part of a broader look at the company. But the transaction was legal and the security service would have needed additional information to investigate further.

In his manifesto, Breivik describes a purchase of sodium nitrite from Poland, saying he "was concerned about customs seizing the package." It was not clear if that was the purchase flagged.

Meanwhile, in an interview with Swedish tabloid Expressen, the suspect's father said he was ashamed and disgusted by his son's acts and wished he had committed suicide.

"I don't feel like his father," said Jens David Breivik, a former Norwegian diplomat, from his secluded home in southern France. "How could he just stand there and kill so many innocent people and just seem to think that what he did was OK? He should have taken his own life too. That's what he should have done."

The elder Breivik said he first learned the news of his son's attacks from media websites. "I couldn't believe my eyes. It was totally paralyzing and I couldn't really understand it."

"I will have to live with this shame for the rest of my life. People will always link me with him," he said.

The elder Breivik said he severed all contact with his son in 1995, when the latter was 16.

Police surrounded the suspect's father's house in the south of France on Monday, initially saying they were searching the premises. Later, they said they were there to ensure public order.
