PHILADELPHIA (CBS) —  State officials say overworked child welfare case managers in Philadelphia have resorted to falsifying documents, because they cannot keep up with the case loads they’ve been assigned. Case loads have grown as a result of a huge change in the way the city handles child welfare cases, in response to the 2006 starvation death of Danieal Kelly while under city protection.

Though child welfare officials say they think the new system can work, it is currently stretched too thin, with case managers responsible for 13 families at a time, leading to high turnover among workers and, it was disclosed during a public meeting today, occasional falsifying of documents vouching that case workers had made required family visits.

PHILADELPHIA (CBS) — One of Philadelphia’s greatest sports traditions returns Thursday morning. The Penn Relays are back in West Philadelphia. Thousands of athletes will compete at Franklin Field for four days — but this year will feel different to the runners than years past.

The entire track has been resurfaced, a $3.5-million project. Even the fans will notice the smell of fresh rubber from the bleachers. Penn Relays director Dave Johnson says changes include an additional lane outside the 400-meter rail, and…

“We’ve changed the location of the steeple chase pit,” Johnson says. “Mostly it looks like a little cosmetic surgery, but in fact it enables us to run the various meets in better fashion.”

PHILADELPHIA (AP) — Indicted Pennsylvania congressman Chaka Fattah, facing his first primary fight in two decades, has lost the Democratic primary just before the start of his federal corruption trial.

Fattah, an 11-term U.S. representative, had been outspent in the race as he struggled to raise funds for both the campaign and his defense lawyers. He was ousted on Tuesday by a 36-year state lawmaker, Rep. Dwight Evans, in his first primary fight in two decades.

Fattah has represented the Philadelphia region in Washington for two decades and served on the powerful Appropriations Committee.

PHILADELPHIA (CBS) — Congressman Chaka Fattah is looking for a 12th term in office, but he is facing intense competition. And, many voters are aware that he is scheduled to stand trial in mid-May on racketeering and conspiracy charges.

The 59-year old congressman has never faced a primary challenger in the Second Congressional District since he was first elected in 1994. Now, he faces three opponents, but Fattah says all bring something to the table.

“I think all of them are capable and competent,” Fattah said.

PHILADELPHIA (CBS)– Michael Jackson’s Remember the Time filled the HUB student center at Penn State main campus on April 15 as students gathered to watch the big event.
 
Even though that Friday marked the start of Blue and White Weekend, the students weren’t there to cheer on the football team—they were there rooting for their mentor, James Irvin and favorite advisor, Duquina Johnson.

“They were like ‘Ms. DQ,’” said Johnson. “I instantly knew when I saw [James]… I knew what it was.”
Dancing with microphone in hand, Irvin made his way from the top of the stairs. He stopped in time with the music and pointed to the students holding signs, one-by-one.

“Me and Mrs. Jones” was a No. one hit for the last three weeks of 1972 and won Paul a Grammy.
The 80-year-old received birthday wishes from President Barack Obama on Jan. 19.

PHILADELPHIA (CBS) – Some elementary school students in West Philadelphia took a stand against gun violence on Thursday.

While they may be young, the 4th graders at Powell Elementary School, on North 36th street, wanted their voices to be heard.

The students banded together and marched against gun violence in Powelton Village and Mantua. The march began at their school and went up 35th street into Mantua and then back down 37th street returning them back to school.

PHILADELPHIA (CBS) — A beloved children’s book author, whose work is on permanent display in Philadelphia, helps bring life to a new library.

The 10 foot high 4 foot long mural shows characters created by Maurice Sendak parading down a street.

“This mural was painted around 1961, on the bedroom wall of two kids, who were the kids of friends of Maurice, and he just decided he wanted to give them a mural in their bedroom in the apartment in New York,” said Patrick Rogers.

PHILADELPHIA (CBS) – A Drexel University graduate, an engineer, and a lover of Philadelphia, is how the family of a slain bicyclist is describing him.

27-year-old Jamal Morris was riding his bike when he became the victim of a hit and run crash early Saturday morning. The incident took place on 45th and Market streets in West Philadelphia, and the driver is still unknown.

After several days of searching for a suspect, the Morris’ family decided to take another approach.

Anthony K. Turpin, aka Kashim Turpin, a native Philadelphian, born May 13, 1987, is one of few male dancers coping with the Black Ballet dilemmas which is basically far from having changed over the past 20 decades in North America and Europe. 

And Kashim is doing much ado about something Ballet Blackness!  

AKAstudios, the youth dance program started by Kashim Turpin with a mission to provide dancers and students to use dance to further better their lives, education and  families, is his way of helping others to be taken seriously in performance fashion, movement and  music.

Turpin, a Black male, has been the principal dancer or star dancer in most professional dance companies.

Wearing the traditional ballet flat shoe –the traditional ballet pointe shoe is worn by women- the Black Man, Kashim, can awe the audience quickly when seen bending his legs while leaping or bending over without bending leg.

Anthony studied classical ballet at the University of The Arts Philadelphia and is a graduate of U of The Arts 2010. He has a Bachelor of Fine Arts (BFA) in Ballet Dance Performance and Concentration in Choreography.

Having been educating the youth through dance for the past 7 years, in school settings, various organizations, and professional dance companies, Turpin is trained in many styles of dance, such as; (Ballet, Contemporary, Jazz, Modern, Hip-Hop, Ballroom, Lyrical, African, etc.) which was taught by his first professional company Messiah DanceWorks from 2006-2009.

Kashim, a professional dancer turned fashion model, has fused the two arts into one blend labeling his personal style of dance as Ballet Hip-Hop. 

Ballet Hip-Hop dance can be the inclusion of Contemporary, Hip-Hop, African Dance, Tap, and more.

The Ballet Hip-Hop can be done with or without the sound of music.

In 2010, as Creative Director and Dance Specialist of AKAstudios, Turpin has moved his youth program classes and rehearsals to middle and high schools in New York City.

Philadelphia dance classes and rehearsals will follow in the near future.

And this year, April 2016, Turpin and his AKAstudios was recognized by the magazine Philadelphia Front Page News-Ballet Black was for outstanding becoming a fashion icon on the dance stage and floor.

Over the last 6 years, Kashim’s dance youth program has grown from fifteen to twenty five dancers, a ballet after school program with 30 pupils, and competing dance programs in both New York and Philly interested in performance competition.

The youth program will soon have instruction for pupils as young as age four to twelve as well.

Anthony has been recognized in the city of Philadelphia for his senior thesis at U of Arts called Obtainable Freedom. Set to the framed of 1963 speech of Dr. Martin Luther King Jr, which was performed for the 18th Equality Forum of Philadelphia, and posted in the Philadelphia Inquirer in 2010.

Here in NYC Turpin also worked with an agency called MSA, which opened doors for him to work with R&B music artist Ne-Yo and UK artist Lady Sovereign.

At 28-years-old, Anthony K. Turpin has come a long way from several of the sports he participated in at age 6 and 10. 

He played both football and basketball in organized youth sports programs, winning his first widely recognized basketball championship as a player on a now defunct Young West Park Basketball Players Team during the Mayor W. Wilson Good Youth Program in Philadelphia, PA.

That was a time when former Mayor Good held several positions in the United States Department of Education.   

Turpin, an athletic champion already at a very young age, before he realized it he enjoyed performing impressive jump, toe curls, toe walking, splits, booty shaking, toe tapping, leg lifting, rhythm matching, sequence stepping, walking and running made for ballet fitness and his Ballet Hip-Hop life.

Turpin embraces dance, teaches youth that dance should be fulfilling and an enriching experience.

He seeks to bring a high level of energy, passion, and education about dance to other organizations in the community.

As a community activist for better recreation and education, particularly within the urban and inner city communities, he has and will continually expand his knowledge to use all necessary tools to better youth organization and youth empowerment.

Mattie Rilley has been a Millville crossing guard since 1998 when she retired from her career as the first female journeyman at the Wheaton Glass Company.

On the afternoon of March 17 a woman hit Rilley with her car at the intersection of N Sharp Street and Harrison Ave.

PHILADELPHIA (CBS) – Dozens of people gathered in solidarity at City Hall in Philadelphia Sunday to take a stance against gun violence.

At the rally, Mayor Jim Kenney called for changes to gun laws:
 
“ Children are hunting down children in our city. Without the gun all you have is a fist fight and we can recover from a broken nose or a black eye. You can’t recover from a gunshot.”

26 cyclists riding from Newtown, CT to Washington, DC to honor victims of gun violence, like the Sandy Hook massacre stopped at the rally. They’re calling for policies they say would save lives.

Elevated Levels Of Lead In Local Elementary School Prompt Officials Into Action

PHILADELPHIA (CBS) — Lower Merion School District officials say they will be ordering additional tests on water at the Penn Wynne Elementary School. The order comes after testing at three locations inside the school, this past week, indicated elevated levels of lead in the water.

In a message sent to parents earlier this week, the District said tests showed elevated levels in a cafeteria faucet used for washing dishes.

Retesting later showed that to be a false reading, however the District in a 2nd letter revealed the additional testing found elevated levels at two other locations including a fountain.

HAMILTON, NJ (CBS) – The evidence locker at the New Jersey State Police’s Technology Complex has a diverse collection of about 3,300 including some disguised as every day objects.

“We have pen guns, cane guns, knife guns,” says Det Sgt Chris Clayton from the NJSP Ballistics Unit.
One gun they do not want to add to the collection of confiscated weapons is the new Ideal Conceal .38 caliber that looks exactly like a smart phone.

HARRISBURG, Pa. (CBS) — Pennsylvania Governor Tom Wolf has scheduled a ceremony Thursday to sign LGBT anti-discrimination executive orders.

Governor Wolf will sign executive orders covering state agencies under his jurisdiction and state contractors — orders prohibiting discrimination, including discrimination based on sexual orientation, gender expression or identity.

WILMINGTON, De., (CBS) — Villanova isn’t the only Delaware Valley school with a national championship on the line.

“These national tournaments, you don’t see many minority students, these are children from some of the poorest and toughest areas in the state, but they understand it’s not where you’re from , it’s where you’re trying to go,” said Salome Thomas-EL , principal of Thomas A. Edison Charter School in Wilmington, DE.

The school’s chess team is advancing to the National Junior High Chess Championship in Indianapolis, Indiana from April 15th to April 17th.  The team also won a national championship in 2014.

CHESTER, Pa. (CBS) — The crash of an Amtrak train Sunday morning that killed to workers and injured dozens of passengers occurred within a stone’s throw from dozens of homes near 6th and Booth Street in Chester, Delaware County.  Nearby residents heard the accident and witnessed the immediate aftermath.

Neighbor Trina Byrd says she had let her dog outside just before 8 a.m. when all of a sudden

BILLINGS, Mont. (AP) -- Joseph Medicine Crow, an acclaimed Native American historian and last surviving war chief of Montana's Crow Tribe, has died. He was 102.

Medicine Crow died Sunday, Bullis Mortuary funeral home director Terry Bullis said. Services will be announced Monday, he said.

A member of the Crow Tribe's Whistling Water clan, Medicine Crow was raised by his grandparents in a log house in a rural area of the Crow Reservation near Lodge Grass, Montana.

His Crow name was "High Bird," and he recalled listening as a child to stories about the Battle of Little Bighorn from those who were there, including his grandmother's brother, White Man Runs Him, a scout for Lt. Col. George Armstrong Custer.

His grandfather, Yellowtail, raised Medicine Crow to be a warrior. The training began when Medicine Crow was just 6 or 7, with a punishing physical regimen that included running barefoot in the snow to toughen the boy's feet and spirit.

Medicine Crow in 1939 became the first of his tribe to receive a master's degree, in anthropology. He served for decades as a Crow historian, cataloging his people's nomadic history by collecting firsthand accounts of pre-reservation life from fellow tribal members.

"I always told people, when you meet Joe Medicine Crow, you're shaking hands with the 19th century," said Herman Viola, curator emeritus at the Smithsonian Institution's National Museum of American Indians.

During World War II, Medicine Crow earned the title of war chief after performing a series of daring deeds, including stealing horses from an enemy encampment and hand-to-hand combat with a German soldier whose life Medicine Crow ultimately spared.

"Warfare was our highest art, but Plains Indian warfare was not about killing. It was about intelligence, leadership, and honor," Medicine Crow wrote in his 2006 book "Counting Coup."

Soon after returning from the European front, Medicine Crow was designated tribal historian by the Crow Tribal Council.

With his prodigious memory, Medicine Crow could accurately recall decades later the names, dates and exploits from the oral history he was exposed to as a child, Viola said. Those included tales told by four of the six Crow scouts who were at Custer's side at Little Bighorn and who Medicine Crow knew personally.

Yet Medicine Crow also embraced the changes that came with the settling of the West, and he worked to bridge his people's cultural traditions with the opportunities of modern society. His voice became familiar to many outside the region as the narrator for American Indian exhibits in major museums across the country.

"He really wanted to walk in both worlds, the white world and Indian world, and he knew education was a key to success," said Viola, who first met Medicine Crow in 1972 and collaborated with him on several books.

Gov. Steve Bullock said Medicine Crow was an inspiration to his tribe and others.

"Joe was a Crow war chief, veteran, elder, historian, author, and educator. His legacy will forever serve as an inspiration for all Native Americans - and all Montanans," he said.

U.S. Sen. Steve Daines said Medicine Crow was a good leader and the first member of the Crow Tribe to attain a master's degree.

"Medicine Crow's spirit, humility and life achievements leave a lasting imprint on Montana's history," Daines said.

President Barack Obama awarded Medicine Crow the Presidential Medal of Freedom in 2009.

During the White House ceremony, Obama referred to Medicine Crow as "a good man, a 'bacheitche' in Crow."

"(His) life reflects not only the warrior spirit of the Crow people, but America's highest ideals," Obama said.

He was nominated for the Congressional Gold Medal and was awarded honorary doctoral degrees from the University of Southern California and Montana's Rocky Mountain College.

In the years leading to his death, Medicine Crow continued to live with his family in Lodge Grass. His wife died in 2009. Even after his hearing and eyesight faded, Medicine Crow continued to lecture into his 90s on the Battle of Little Bighorn and other major events in Crow history.
