Officers Use Social Media To Honor Another Killed On Her First Day On The Job

“You can go from a dull eventful day, to fighting for your life,” said Philadelphia Police Lt. John Stanford.
It was her first shift; her first day on the job. It would be Prince Williams County Officer Ashley Guindon’s last.

Guindon was killed Saturday while responding to a domestic incident. Despite it happening in Virginia, yet officers in our region say it hits too close to home. “It was gut wrenching,” said Superintendent Michael Chitwood of the Upper Darby Police.

On 25th Anniversary Of 1 Meridian Inferno, New Stories Of Heroism

PHILADELPHIA (CBS) — On Tuesday at noon, there will be a moment of silence at Local 22 Fire Union Headquarters remembering the three firefighters who died in the February 24, 1991 12-alarm inferno that consumed much of the 1 Meridian High Rise, opposite City Hall.

In a CBS 3 TV Exclusive, a new first-hand account, details the heroic actions of scores of firefighters as they desperately tried to save three members of Engine Company 11, trapped on the burning upper floors of the high-rise.

Retired Battalion Chief Mike Yeager told CBS 3’s Walt Hunter how his team of eight searchers became lost themselves on the upper floors, nearly running out of air before they were found and lifted from the building by helicopter, the crew haunted by radio calls for help from the lost firefighters.

“‘The captain’s down, were out of air, we need help,’ and then there was nothing,” Yeager explained.

All 17 string bands went all out with their costumes and showmanship, just like they do on New Year’s Day, but joining them were volunteers working as ‘Bucket Brigades,’ collecting donations to help the bands keep the tradition going.

PHILADELPHIA (AP) — An archaeology museum in Philadelphia has moved thousands of ancient treasures offsite and is using vibration sensors to monitor delicate items still on display while an earth-shaking demolition project continues next door.

The Penn Museum — which houses mummies, a Sphinx, pottery and other historical pieces excavated worldwide — has also modified exhibits to prevent damage to fragile objects and ensure they can remain on view.

“We’ve tried to minimize our impact on the visitors, so that we’re keeping things up as long as we can and as much as we can,” said head conservator Lynn Grant.

The museum is part of the University of Pennsylvania, which has been dismantling a nearby 850-car parking garage and 23-story medical office tower to make room for a new hospital pavilion.

Demolition should be finished by August, said Patrick Dorris, an associate vice president for the university’s health system. However, the museum’s seismic challenges won’t end then because the hospital construction will require digging into bedrock. No timeline has been set, Dorris said.

Black Lives Matter Activist MarShawn McCarrel Dead From Apparent Suicide

An Ohio activist heavily involved with the Black Lives Matter movement has reportedly committed suicide. Marshawn McCarrel, 23, was found dead outside of the Statehouse Monday evening (Jan. 8), The Columbus Dispatch reports.

Lt. Craig Cvetan of the State Highway Patrol said McCarrel was more than likely alone at the time of his death. Born and raised in Columbus, McCarrel’s body was found after police responded to a call about a shooting at 6 p.m. McCarrel was known for his social activism and work with Black Lives Matter. He was also the founding member of Pursuing Our Dreams, a mentorship for inner city youth and created the homeless charity Feed The Streets in light of his past battle with homelessness. Earlier in the year, McCarrell traveled to California to receive Radio One’s Hometown Champions award, according to the New York Daily News.

Before his death, McCarrell took to social media to send a final farewell to his supporters tweeting, “Let the record show that I pi**ed on the state house before I left.” Another questionable message read, “If we don’t have to live through hell just to get to heaven. I’ma stay right here with you.”

A Facebook post also read, “My demons won today. I’m sorry,” after 3 p.m.

News of McCarrel’s death traveled on Twitter, where Opal Tometi, a co-founder of Black Lives Matter, Kerry Washington and more paid tribute to the outspoken activist:

Judge refuses to throw out sexual-assault case against Cosby

Actor and comedian Bill Cosby leaves after a court appearance Wednesday, Feb. 3, 2016, in Norristown, Pa. Common Pleas Judge Steven O'Neill refused to throw out the sexual assault case against Cosby on Wednesday, sweeping aside a former district attorney's claim that he granted the comedian immunity from prosecution a decade ago. O'Neill issued the ruling after a hard-fought two-day hearing, saying witness credibility was a factor. He did not elaborate.

NORRISTOWN, Pa. (AP) -- A judge refused to throw out the sexual-assault case against Bill Cosby on Wednesday, sweeping aside a former district attorney's claim that he granted the comedian immunity from prosecution a decade ago.

Common Pleas Judge Steven O'Neill issued the ruling after a hard-fought two-day hearing, saying witness credibility was a factor. He did not elaborate.

In another setback for the defense, the judge also denied a request to disqualify newly elected District Attorney Kevin Steele from the case. Cosby's lawyers had accused Steele of making a "political football" out of Cosby during the campaign.

Cosby, 78, was arrested in December and charged with drugging and violating former Temple University athletic department employee Andrea Constand at his suburban Philadelphia home in 2004. The TV star could get up to 10 years in prison if convicted.

Cosby held his head in his hands after the ruling, then left the courtroom, using a cane to descend the ornate marble staircase. He waved and smiled at supporters but had no comment. His lawyers put their arms on him to comfort him.

The next step is a preliminary hearing March 8 to determine whether prosecutors have enough evidence to put him on trial.

The charges represented an about-face by the district attorney's office.

In 2005, then-District Attorney Bruce Castor decided the case was too flawed to prosecute. But Castor's successors reopened the investigation last year after Cosby's lurid, decade-old testimony from Constand's civil suit was unsealed at the request of The Associated Press and after dozens of other women came forward with similar accusations that destroyed Cosby's nice-guy image as America's Dad.

Cosby's lawyers tried to get the case thrown out with help from Castor, who testified at this week's hearing that he intended to forever close the door on prosecuting the comedian. He said he considered his decision binding on his successors.

Similarly, Cosby's lawyers said they never would have let the TV star testify in the civil case if they didn't believe criminal charges were off the table.

"In this case, the prosecution should be stopped in its tracks," Cosby lawyer Chris Tayback argued. "Really what we're talking about here is honoring a commitment."

Steele challenged Castor's credibility and questioned whether the former DA ever made such an agreement, since it was never put in writing on a legal document and the Cosby attorney with whom Castor dealt is now dead. Steele argued that in any case, Castor had no legal authority to make such a deal.

"A secret agreement that allows a wealthy defendant to buy his way out of a criminal case isn't right," Steele told the judge.

At one point late in the afternoon, the judge signaled which way he intended to rule.

"There's no other witness to the promise," O'Neill said. "The rabbit is in the hat and you want me at this point to assume, 'Hey, the promise was made, judge. Accept that.'"

On the stand, Castor defended his decision not to bring charges, citing among other things Constand's yearlong delay in going to police, her continued contact with Cosby, and suggestions that she and her mother might have tried to extort the comic.

The former DA said he made the no-prosecution commitment in hopes of prodding Cosby to testify in Constand's lawsuit without invoking his Fifth Amendment right against self-incrimination. In the end, Cosby testified, denying he assaulted Constand but admitting among other things that he obtained quaaludes to give to women he wanted to seduce. Constand eventually settled for an undisclosed amount.

While more than 50 women have accused Cosby of drugging and sexually assaulting them since the 1960s, the statute of limitations for prosecuting the comic has run out in nearly every instance. This is the only case in which he has been charged.

As the case goes forward, Cosby's lawyers are expected to fight mightily to keep the deposition from being introduced at trial.

Castor tried to make a comeback as DA last fall but lost to Steele in a hotly contested race, during which Steele ran ads criticizing Castor for not prosecuting Cosby when he had the chance. The tension between the two men was on display Wednesday when Steele accused Castor and the Cosby camp of engaging in "revisionist history."

Most of the back-and-forth in court hinged on the wording and interpretation of a 2005 press release in which Castor announced he would not prosecute Cosby. Castor found himself sparring with prosecutors over many seemingly inconsistent statements he made over the years on whether Cosby could still be charged.

The judge said he struggled to find similar cases where a suspect who was never charged received a promise that he would never be prosecuted. Normally, immunity is granted after a suspect is charged because he or she can provide testimony or information to prosecutors.

Clinton's narrow win sparks nervousness among supporters

Clinton's narrow win sparks nervousness among supporters

AP Photo
Democratic presidential candidate Hillary Clinton greets potential voters at a campaign event, Tuesday, Feb. 2, 2016, in Nashua, N.H.

MANCHESTER, New Hampshire (AP) -- Hillary Clinton emerged from Iowa with a razor-thin victory over Bernie Sanders - and a new round of nervous second-guessing from supporters.

Topping the list of concerns is Clinton's staggering disadvantage with young voters, a crucial Democratic constituency that overwhelmingly sided with Sanders. Clinton supporters are also worried that the campaign is still struggling with a muddled message, a problem that plagued her not only in the opening months of this campaign but also in her failed 2008 White House bid.

But this time the Democratic hand-wringing is balanced by something more positive: cautious optimism that she has an organization that might overcome her weaknesses.

"Momentum was with Sanders," said Mo Elleithee, a former Clinton campaign aide. "The organization kicked in, and she got scrappy."

While Clinton's voter-targeting and get-out-the-vote efforts may have put her over the top in Iowa - barely - the campaign underperformed by its own expectations. In the hours before the caucuses began, aides privately told supporters they expected her to win by about five points.

The final tally put Clinton ahead by less than three-tenths of 1 percent.

It wasn't much, but it may have been enough to hold off potential upheavals within the campaign. For weeks, some Clinton allies and former staffers have floated the idea of demoting campaign manager Robby Mook, the architect of the ground operation in Iowa and beyond. But several Democrats close to the campaign said Tuesday that Mook's standing was solid, in part because of the Iowa outcome.

The Democrats insisted on anonymity because they were not authorized to publicly discuss internal campaign dyanmics.

Even with a win in hand, big challenges await Clinton as the race moves to New Hampshire, where Sanders has led preference polls for months. While Clinton's campaign insists he has home field advantage given that he's from neighboring Vermont, it's Clinton and her husband, former President Bill Clinton, who have deep political roots in the state.

Clinton allies are more confident she'll thrive when the race turns to states like South Carolina and Nevada, where black and Hispanic voters are more plentiful. But they're deeply concerned about her struggles with young people, a key part of the coalition that propelled Barack Obama to the White House - and a coalition Clinton hopes to replicate in a general election.

More than 8 in 10 caucus-goers under the age of 30 came to support Sanders, as did nearly 6 in 10 of those between 30 and 44, according to a survey conducted for The Associated Press and the television networks by Edison Research.

"That's unprecedented," said Paul Begala, a longtime Clinton ally who advises a super PAC backing her candidacy. "She cannot be president without the enthusiastic support of those Sanders voters."

Clinton conceded in an interview with CNN that she is "going to have some work to do to reach out to young voters."

Allies pinned at least some of her problems with young voters on a muddled message. Sanders has resonated with his call for a "political revolution" to fix an economy he calls rigged for the wealthy.

Brad Anderson, an Iowa political consultant who supports Clinton, said Sanders' supporters had a noticeably easier time conveying their message to undecided voters.

"I think there was something .... to Sanders' message that inspires the base," Anderson said. Campaigning in New Hampshire on Tuesday, Clinton largely stuck to the message she used during the last days in Iowa, casting herself as a liberal who can accomplish change - an implicit suggestion that Sanders' proposals are unrealistic.

But her husband hinted a more aggressive approach toward Sanders may be coming.

"We should talk about what the honest differences are: first, on what they want to do and how they want to pay for it; and secondly, who's the best to do it," the former president said.

Some Democrats warned the candidate against overcorrecting.

"Swerving off her lane, changing messages or tone would be a mistake," said Dan Pfeiffer, a longtime Obama adviser. He pointed to March 15 contests in Florida, Ohio and Illinois as a test of whether Clinton "will either put this away, or sign up for a 2008-style slog."

Former DA says he believes Cosby can't be prosecuted

Former DA says he believes Cosby can't be prosecuted

Actor and comedian Bill Cosby, center, arrives for a court appearance Tuesday, Feb. 2, 2016, in Norristown, Pa. Cosby was arrested and charged with drugging and sexually assaulting a woman at his home in January 2004.

NORRISTOWN, Pa. (AP) -- The former district attorney who declined to arrest Bill Cosby on sex-crime charges a decade ago testified Tuesday that he believes his decision shields the comedian from ever being prosecuted in the case.

Former Montgomery County District Attorney Bruce Castor took the stand in a bid by Cosby's lawyers to get the case against the TV star thrown out long before trial because of what they say is a non-prosecution agreement with Castor.

The current district attorney insists there is no record of any such promise.

Castor admitted the only place the matter was put in writing was in the 2005 press release announcing his decision not to prosecute.

He acknowledged that he didn't draw up a formal immunity agreement filed with a judge because, he said, Cosby was afraid that would make him look bad. Also, Castor said, "It was unnecessary because I concluded there was no way the case would get any better." And he said Cosby's lawyers did not insist on such a document.

The proceedings will resume on Wednesday, when Common Pleas Judge Steven T. O'Neill said he hopes to rule on whether to throw out the case.

Cosby, 78, was arrested and charged in December with drugging and violating former Temple University athletic department employee Andrea Constand at his suburban Philadelphia mansion in 2004. He could get up to 10 years in prison if convicted.

Castor said Tuesday that he believed Constand's story but that proving it would have been problematic because of serious flaws in the case, including what he called her inconsistencies and continued contact with Cosby. In deciding not to bring charges, he said, he meant to protect Cosby from prosecution "for all time."

And he suggested that Cosby and his then-lawyer understood it that way too, because Cosby later agreed to testify without invoking his Fifth Amendment right against self-incrimination in a lawsuit brought against him by Constand.

"Cosby would've had to have been nuts to say those things if there was any chance he could've been prosecuted," Castor said, referring to the damaging testimony unsealed last summer.

Castor said he hoped - correctly, it turned out - his ruling would prod Cosby to testify in the lawsuit and help Constand win damages. She eventually settled for an undisclosed amount.

"I was hopeful that I had made Ms. Constand a millionaire," the former DA said.

He said he and Cosby's then-attorney, Walter Phillips, did not have an actual agreement that Cosby would testify in exchange for not being prosecuted. Phillips has since died.

Kevin Steele, the newly elected DA who is pursuing the case, has said Cosby would need an immunity agreement in writing to get the case thrown out. He has said he has no evidence one exists.

Prosecutors on Tuesday pressed Castor on numerous, seemingly inconsistent statements he made over the years on whether Cosby could still face charges. Castor sparred with prosecutors, parsing the language in his press release and in various emails sent to his successor.

He said he was referring in some passages to bringing charges against Cosby in connection with other women and other crimes - but not in connection with the Constand encounter in January 2004.

While Castor was called as witness by Cosby's side, the former DA said he is rooting for the prosecution.

"I'm not on your team here," Castor told Cosby lawyer Brian McMonagle. "I want them to win."

Cosby watched the back and forth between Castor and the lawyers from the defense table, swiveling his head slightly as if at a tennis match. He showed no reaction when the courtroom erupted periodically in laughter over a quip from the talkative Castor, though he frequently smiled as he made small talk with his lawyers.

In a barrage of allegations that have destroyed Cosby's image as America's Dad, dozens of women have accused the former TV star of drugging and sexually assaulting them since the 1960s. But this is the only case in which he has been charged.

The unsealing of the testimony from Constand's lawsuit prompted Castor's successors to reopen the case and ultimately charge Cosby.

Cosby admitted in the deposition that he had affairs with young models and actresses, that he obtained quaaludes to give to women he wanted to have sex with and that he gave Constand three pills at his home.

He said he reached into her pants but insisted it was consensual.

Castor defended his decision not to bring charges, testifying that he saw Constand's year-long delay in reporting the allegations, inconsistencies in her statements and her contact with a lawyer before going to police as problematic.

Castor said Constand's delay thwarted his ability to test her hair or fingernails for evidence she was drugged.

In related news, a Los Angeles judge ordered Cosby to attend another deposition in a lawsuit filed by a woman who says the comic forced her to perform a sex act on him at the Playboy Mansion around 1974, when she was 15.

Also Tuesday, model Chloe Goins dropped a lawsuit accusing Cosby of drugging and sexually assaulting her at the Playboy Mansion in 2008. Goins gave no explanation.

Dr. Donna L. Elock, O.D., Top Optometrist In Yeadon, Talks Her Experience Offering A Complete Lineup Of Eye Care Services Online Interview by Bob Conga, Correspondent Philadelphia Front Page News frontpagenews1@yahoo.com

Dr. Donna L. Elcock

Dr. Donna Leonne Elcock is a woman corneal and contact lens management optometrist whose office is located at 538 Church Lane, in Yeadon, PA (610) 284-0777. A top Optometrist, she is one of the many eye doctors of optometry (ODs) that are the primary health care professionals for the eye.

Dr. L. Elock’s specialties include conducting examination, diagnosis, treatment, and management when there are diseases, injuries, and disorders of the visual system, the eye, and associated structures as well as identify related systemic conditions affecting the eye.   So, we had an opportunity to catch up with Dr. Elcock to briefly discuss her professional optometry beginnings.

Bob Conga, Philadelphia Front Page News: Where are you originally from?

Dr. L. Elcock: Guyana! That's in South America.

Conga, PFPN: Do you come from a large or small family?

Dr. L. Elcock: A large family of eight. I am the second oldest.

Conga, PFPN: What prompted you to become an Optometrist?

Dr. L. Elcock: I was fascinated with the effects of drugs on living cells. My mother was a diabetic, as well - as another family member. As you know that is one of the leading causes of blindness! I would say that was the main reason of me entering this field.

Bob, PFPN: What made you decide to start your business in Yeadon, PA since 1996?

Dr. L. Elcock: My parents were living in Delaware County when I first came to the states from school in Montreal. My original plan was to continue my studies on what I was in school abroad.
However, no one was doing the kind of work that I was studying on! So I had to sit down and rethink my plan of direction. I wanted to go back to school, along with my fascination with drugs, diabetics, and my background in teaching.

My family and I decided that optometry was the best field for me to enter.

I began working with another private doctor. However, his way of doing things wasn't my way of doing things! So I decided to start my own private practice.

I wanted to be in an area where I could serve, help the people and I didn't want to be too far from home. So after doing our survey, Yeadon seem to be my best option.

Conga, PFPN: What is your country like?

Dr. L. Elcock: Guyana is hot! Growing up was a lot of fun, having a large family and all!

The problem came when we got older!

The country began to deteriorate, and then we realized that we were very poor, but we didn't realize it! Our parents didn't allow us to want for nothing. They gave us all their love!!!

Dr. L. Elcock is an optometrist who has completed pre-professional undergraduate education in a college or university and four years of professional education at a college of optometry, leading to the doctor of optometry (O.D.) degree.

Dr. L. Elcock, Optometrists, is an eye health care professional state-licensed to diagnose and treat diseases and disorders of the eye and visual system.

And Yeadon Borough is so very happy to have Dr. Elcock. She’s good for better health-especially good on the eyes.
