STATE COLLEGE, Pa. (CBS) – It was named one of the best places to retire and now State College, Pennsylvania has another title under its belt.

According to Niche, State College ranked as the best town in Pennsylvania, Furthermore; it was named the 14th best town in the country.

The report says, “It has very high home values, average rent costs, and low unemployment levels.”

PHILADELPHIA (CBS) — The top Vatican official leading the World Meeting of Families coming to Philadelphia in September is denying charges that he allegedly participated in a property scam that could have netted millions in profit.

Italy’s leading newspaper names Archbishop Vincenzo Paglia as one of ten people under investigation.
Italian prosecutors allege that Paglia and others used funds illegally from the diocese to buy an expansive property for one-third of its value in 2012 with the intention of selling it for millions.

PHILADELPHIA (CBS) – A dozen Tall Ships hailing from across the globe will sail in to the Delaware River in June.

Tall Ships Philadelphia Camden 2015 will be held along the Philadelphia and Camden waterfronts from Thursday, June 25th to Sunday, June 28th.

The festival will showcase domestic and international ships, including the U.S. Coast Guard vessel Barque Eagle, French vessel L’Hermione, Brazilian vessel Cisne Branco, Canadian Barque Picton Castle, and Philadelphia’s official Tall Ship Gazela.

LOS ANGELES (AP) -- When Demi Lovato was diagnosed with bipolar disorder, she was actually relieved.

"Growing up, I felt very, very depressed," she said. "Even though I was playing concerts and living out my dream, I couldn't tell you why I was upset."

After a family intervention, she sought treatment and learned she has a mental illness.

"I remember smiling and thinking great, OK, so there's not anything wrong with me as a person," she said in a recent interview. "It's actually just a condition that I have and I can do something to fix it. I don't have to be like this forever."

Lovato is sharing her story and encouraging others to do the same through Be Vocal: Speak Up For Mental Health, an initiative launched Thursday by a pharmaceutical company, the National Alliance on Mental Illness and other mental-health advocacy groups. Its aim is to improve treatment options at all levels and erase the stigma around mental illnesses.

"It's not something that anyone should be ashamed of," Lovato said. "The more people talk about it, the more people can come out and get the help they need."

Be Vocal is as much about sufferers voicing their treatment needs as it is about families and communities speaking up for better resources to meet those needs, she said.
Lovato's improved mental state is reflected in her work.

"I'd say my music is a lot happier now!" she said with a laugh.

The 22-year-old entertainer said she's recording a new album, which she plans to release on Safehouse Records, the new label that she and partners Nick Jonas and her manager, Phil McIntyre, announced earlier this week.

And she'll continue to advocate for mental health, to make depression and other mental illnesses as easy to discuss as diabetes or the flu.

"I didn't understand why I was going through what I was when I was dealing with all of this, and I realized I could share my story and help others," she said. "If that's my purpose for being on Earth, than that's what I want to do. There's so much more to life than just singing."

HARRISBURG, Pa. (AP) — A Pennsylvania State University fraternity linked to a secret Facebook page where photos of nude and semi-nude women were posted is getting a three-year suspension after the school’s Interfraternity Council recommended a milder punishment.

Penn State announced Tuesday that its investigation found some Kappa Delta Rho members had engaged in sexual harassment, hazing that included boxing matches and a “persistent climate of humiliation for several females.”

More than 100 soldiers who served in the Civil War were buried there.

HAMILTON TOWNSHIP, N.J. (CBS) — A loose cow who snarled traffic along a busy New Jersey highway Friday morning has died, police said.

The cow wandered onto the New Jersey Route 29 northbound ramp from I-295 south in Hamilton Township, Mercer County at about 9 a.m.

House of Meat in Trenton says the cow escaped from their facility.

PHILADELPHIA (CBS) – Eyewitness News has learned that a review of the signals system in the area of the Amtrak train derailment found no issues.

Officials are now examining the cell phone records of the train’s engineer, Brian Bastion.
Also, investigators have interviewed the engineer of a SEPTA train that got hit by an object before the Amtrak train derailed.

Police Commissioner Charles Ramsey spoke today about the investigation into the derailment.

PHILADELPHIA (CBS) — Some people in center city Philadelphia were surprised this afternoon when they were told lunch was free.

Ms. Tootsie’s restaurant bar and lounge, on South Street, has been open for 15 years.  And today, to celebrate, owner Keven Parker and about 15 employees hit the streets and performed random acts of kindness.

They paid for lunch for people waiting in line at food carts.  Some hesitated at first to accept the offer, but once they realized there was no catch, they were all smiles.

PHILADELPHIA (CBS) — The final, farewell concert of the Philadelphia Singers is tomorrow evening, as the group shuts down operations after more than 40 years of performing.

And now, that concert has taken on even more meaning after two members of the group survived Tuesday night’s Amtrak derailment.

Conductor David Hayes says it’s not unusual for him and tenor Michael Savino to take the train back to New York City after a rehearsal. That’s what happened on Tuesday, and they made themselves comfortable aboard the café car.

EDGEWATER PARK, N.J. (CBS) — A Burlington County, NJ man was indicted today on charges of racial bias intimidation and related crimes in connection with spray-painted graffiti discovered last summer.

Samuel Procopio, 54, of Edgewater Park was arrested two days after the incident last June, when police discovered spray-painted racial slurs on a basketball court and bleachers.

Now, the Burlington County prosecutor’s office has announced that Procopio has been indicted by a county grand jury on one count of criminal mischief and one count of bias intimidation.

Twenty-three people remain hospitalized, eight of them in critical condition after Tuesday night’s fatal train derailment.

PHILADELPHIA (CBS) — Hundreds of job seekers descended on Temple University this morning for a one-day job fair conducted by Philadelphia International Airport.

Many types of employers — from the airlines to food kiosks — were taking applications.  The floor of the Liacouras Center was buzzing with hopeful applicants swarming around tables set up by some 40 employers with an estimated 600 jobs to fill — everything from clerks to managers, in industries ranging from food service to security.

PHILADELPHIA (CBS) — Four Philadelphia police officers were injured after they were struck by a car following a violent struggle with a male suspect Tuesday afternoon.

The incident began at about 2:17 p.m. at 9th Street and Olney Avenue in the city’s Olney section.
According to investigators, 35th District Police officers were called to the scene for the report of a car crash into a wall. When they arrived, they encountered an “incoherent” male inside the car.

PHILADELPHIA (CBS) — Philadelphia Police say a $10,000 reward is being offered for information leading to the arrest and conviction in a shooting that left a young girl injured in West Philadelphia.

At about 9:06 p.m. Saturday, police say officers responded to the 5400 block of Haverford Avenue.
Upon their arrival, police say officers were met by the girl’s parents who were standing next to their car with a shattered driver’s rear window.

The mayor veered off script during remarks he made at the annual memorial service for police officers and firefighters killed in the line of duty.   He praised Commissioner Ramsey for his service and said that hiring him was one of the smartest things he has done as mayor.

PHILADELPHIA (CBS) – Revelers in Center City gathered at a street festival to mark Cinco de Mayo, a Mexican holiday marking a military victory over the French in the city of Puebla, in 1862.

Philadelphia restaurant El Rey celebrated their fifth anniversary by hosting a festival on Ranstead Street between 20th and 21st Streets, serving traditional foods like tacos and quesadillas. Ernie Torres of Collingswood, New Jersey was there for a friend’s birthday, but he’s also up on his history.

Police say Logan Christopher Cosumano has been missing since about 7:30 p.m. Monday.

PHILADELPHIA (CBS) – Philadelphia Police are investigating after they say a shot was fired and and a young girl was injured Saturday night in West philadelphia.


“A seven-year-old is holding her head screaming. She has blood on her hand,” said Philadelphia Police Lt. John Walker.

This was the scene Saturday night at 53rd Street and Haverford Avenue in West Philadelphia.
CBS 3 Eyewitness News is told an unsuspecting driver briefly stopped his car to unload something — his three, five, and seven-year-old daughters sitting innocently in the backseat.

Over 100 students and police officers packed into the James Wright Recreation Center Monday night to play basketball and talk about life. The Philadelphia Commission on Human Relations helped organize the event.

Before they took to the court Monday evening, police took time to talk and get to know people in the community where they serve.
