For teams navigating rankings, the experience can be like playing musical chairs. Sometimes the chair next to you is empty when the music stops. Sometimes it's occupied.

And so it goes with the POWERADE FAB 50.

At the time ranked No. 41, Dr. Phillips (Orlando, Fla.) last week bested the other nationally ranked team in the state of Florida, then No. 36 Edgewater (Orlando, Fla.), 75-68 behind 20 points and 12 assists from Sydnei McCaskill. The Panthers, who went 1-3 at the Nike Tournament of Champions, haven't lost to a local team since dropping a decision to Edgewater last January. This latest victory put Dr. Phillips on the rise, but only to No. 38 because it bumped up against Marion County (Lebanon, Ky.), which was on its way down after a loss to DuPont Manual (Louisville, Ky.) but owns a head-to-head victory over Dr. Phillips at the TOC.

On the other hand, No. 6 Windward (Los Angeles, Calif.) had what you'd call a "quality win" over No. 17 Long Beach (Calif.) Poly, but had nowhere to rise. Similarly, Poly had what could be characterized as a "quality loss" because the Jackrabbits swapped leads with Windward four times during the final 1:36 and Justyce Dawson had an open look at a game-winning three during the 56-55 decision. Everyone above Poly had their place, however, and the Jackrabbits are capped by No. 16 La Jolla (Calif.) Country Day, with which it has a season split but with La Jolla owning a more decisive victory on a neutral floor (Nike TOC).

PHILADELPHIA (AP) — Andre Iguodala had 14 points and 11 rebounds to lead the surprising Philadelphia 76ers to their third straight win, 74-69 over the Orlando Magic on Monday night.

The Sixers raced to their best start in nearly a decade by taking advantage of a soft schedule for the first third of the season, but it gets tough from here. Orlando was the first opponent in a long run of games against winning teams that includes home games this week against Chicago and Miami.

Typing away on his iPad, Adam Aron rarely looks up, his furrowed brow a sign that some news has disturbed him. Perhaps the 76ers CEO found out concessions ran out of hot dogs or Will Smith had texted because he didn’t feel the Sixers were jiggy enough.

PHILADELPHIA (CBS) — The judge in an alleged clergy abuse case has again rejected a defense motion to prohibit the testimony of retired Philadelphia cardinal Anthony Bevilacqua on competency grounds, even though the defense contends that Bevilacqua can’t accurately remember many of his own actions during the last two decades.

The judge ordered Cardinal Anthony Bevilacqua’s testimony preserved — videotaped — in late November after finding the cardinal competent despite suffering from dementia and cancer.

WEST PALM BEACH, Fla. (AP) -- A burgeoning population of huge pythons - many of them pets that were turned loose by their owners when they got too big - appears to be wiping out large numbers of raccoons, opossums, bobcats and other mammals in the Everglades, a study says.

The study, published Monday in the Proceedings of the National Academy of Sciences, found that sightings of medium-size mammals are down dramatically - as much as 99 percent, in some cases - in areas where pythons and other large, non-native constrictor snakes are known to be lurking.

Scientists fear the pythons could disrupt the food chain and upset the Everglades' environmental balance in ways difficult to predict.

"The effects of declining mammal populations on the overall Everglades ecosystem, which extends well beyond the national park boundaries, are likely profound," said John Willson, a research scientist at Virginia Tech University and co-author of the study.

Tens of thousands of Burmese pythons, which are native to Southeast Asia, are believed to be living in the Everglades, where they thrive in the warm, humid climate. While many were apparently released by their owners, others may have escaped from pet shops during Hurricane Andrew in 1992 and have been reproducing ever since.

Burmese pythons can grow to be 26 feet long and more than 200 pounds, and they have been known to swallow animals as large as alligators. They and other constrictor snakes kill their prey by coiling around it and suffocating it.

The National Park Service has counted 1,825 Burmese pythons that have been caught in and around Everglades National Park since 2000. Among the largest so far was a 156-pound, 16.4-foot one captured earlier this month.

For the study, researchers drove 39,000 miles along Everglades-area roads from 2003 through 2011, counting wildlife spotted along the way and comparing the results with surveys conducted on the same routes in 1996 and 1997.

The researchers found staggering declines in animal sightings: a drop of 99.3 percent among raccoons, 98.9 percent for opossums, 94.1 percent for white-tailed deer and 87.5 percent for bobcats. Along roads where python populations are believed to be smaller, declines were lower but still notable.

Rabbits and foxes, which were commonly spotted in 1996 and 1997, were not seen at all in the later counts. Researchers noted slight increases in coyotes, Florida panthers, rodents and other mammals, but discounted that finding because so few were spotted overall.

"The magnitude of these declines underscores the apparent incredible density of pythons in Everglades National Park," said Michael Dorcas, a professor at Davidson College in North Carolina and lead author of the study.

Although scientists cannot definitively say the pythons are killing off the mammals, the snakes are the prime suspect. The increase in pythons coincides with the mammals' decrease, and the decline appears to grow in magnitude with the size of the snakes' population in an area. A single disease appears unlikely to be the cause since several species were affected.

The report says the effect on the overall ecosystem is hard to predict. Declines among bobcats and foxes, which eat rabbits, could be linked to pythons' feasting on rabbits. On the flip side, declines among raccoons, which eat eggs, may help some turtles, crocodiles and birds.

Scientists point with concern to what happened in Guam, where the invasive brown tree snake has killed off birds, bats and lizards that pollinated trees and flowers and dispersed seeds. That has led to declines in native trees, fish-eating birds and certain plants.

In 2010, Florida banned private ownership of Burmese pythons. Earlier this month, U.S. Interior Secretary Ken Salazar announced a federal ban on the import of Burmese pythons and three other snakes.

Salazar said Monday that the study shows why such restrictions were needed.

"This study paints a stark picture of the real damage that Burmese pythons are causing to native wildlife and the Florida economy," he said.

Jodie Meeks scored 14 points for the Sixers, who bounced back from a rare home loss and still haven’t lost two straight games all season.

The Sixers won in front of co-owners Will Smith and his wife, Jada Pinkett Smith. The Hollywood power couple had a front-row seat for their first Sixers game of the season. Their son, Jaden, also watched the Sixers romp. Fans rhythmically chanted “We’ve got Will Smith! and the actor with the megawatt smile pointed toward them in appreciation.

STATE COLLEGE, Pa. (AP) -- For decades, Joe Paterno was the public face of Penn State. For almost as long, his near-constant companion, wife Sue, seemingly wielded as much influence.

As tributes flowed this week for the late Hall of Fame coach, the extent of Sue Paterno's sway on her husband, the football program and the university became obvious, for those watching in or outside of Happy Valley.

She served as a host to potential recruits at the family home, a tutor to players, a counselor to concerned parents who entrusted their football-playing sons to her husband, and a prodigious fundraiser for the university and charitable organizations.

While a bronze statue outside Beaver Stadium memorializes the legacy of the winningest coach in major college football, it was Sue Paterno who was her husband's rock.

"For my dad, he never doubted my mother," their son Jay said at Thursday's memorial service for his father. "My mother had it all and continues to have it all. He could do his job and we could share him with Penn State because he knew my mother was in complete command on the home front."

Through the recent months of scandal that engulfed the university and a week's worth of private and public memorials for Penn State's longtime coach, other lasting images of Sue Paterno have emerged:

-She showed her spunk by coming to her husband's defense with a quick callback to a trustee after Joe Paterno was unceremoniously fired via a phone call. "After 61 years he deserved better," Sue Paterno said according to The Washington Post. Then, she hung up.

-A short time after being dismissed, she stood arm in arm with her husband as they stepped outside their modest State College home and greeted hundreds of well-wishers.

-And at the end of an emotional week in State College, Sue Paterno appeared composed, only occasionally fighting back tears, with her arms around some of her grandchildren as about 12,000 people gathered for public memorial. She rose from her seat and joined in a standing ovation as speakers defended his legacy against criticism that he failed to do more when told about an alleged child sexual assault involving one of his former assistants.

The Paternos were about as close to royalty as you can get in Happy Valley - a modest first family of college football.

"They went everywhere together," former quarterback Daryll Clark said this week. "They were one and one."

Joe Paterno died Sunday at age 85, less than three months after being diagnosed with lung cancer.

"Joe Paterno indeed had an indomitable will with one exception: when his will ran counter to that of his wife and my mother," Jay Paterno said in a light moment from the memorial service for the man who became lovingly known around town as "JoePa."

Save for a few moments, 71-year-old Sue Paterno looked composed for a widow who just lost her husband under already emotional circumstances. Their family announced Paterno had been diagnosed with cancer just 10 days after he was ousted on Nov. 9 as Penn State coach following 46 seasons.

Sue and Joe Paterno were side by side on the family's front walk the night of the dismissal as he tried to console fans upset that he had been fired in the aftermath of child sex abuse charges against retired assistant Jerry Sandusky.

She joined the rest of the crowd at the memorial service giving Phil Knight a standing ovation after the Nike founder and CEO gave the most impassioned defense yet of her husband's legacy in the wake of the firing.

Appearing to nearly tear up at times, she otherwise looked poised during the emotional service that included several video tributes to Paterno, who amassed 409 victories.

Despite their recognition, they led lives similar to others who worked at Penn State. They raised five children in a ranch home next to a local park. There's no fence lining the front yard and no gates guarding the driveway.

The family's phone number is listed in the phone book. It was a way, Sue Paterno has said, for families of players to reach them in an emergency.

Besides tutoring players and helping to counsel players' parents, Sue Paterno was a prodigious fundraiser for the university library that bears the family's name - it was, after all, where Joe and Sue met, when he was an assistant coach and she a freshman at the school.

He had a degree in English literature from Brown. She was an English student.

Outside of football, they rarely spent a moment apart.

"Besides Joe coaching and being at the football building, those two were inseparable," Clark said. He said the Paternos treated him as if he were one of their own children.

Sue Paterno baked spreads of cookies and desserts when the family hosted recruiting visits. Current and former players still rave about them.

At the memorial service, former receiver Kenny Jackson recounted a conversation Sue Paterno had with his family while he was being recruited. She reinforced the themes Joe Paterno promoted in his "grand experiment" of placing as much emphasis on academics as athletics.

"Sue only promised two things: the first, Kenny will go to class; second, he will get a quality education," Jackson said. "That's all she said. She never talked about anything else but my education. So I thank you Sue. ... You always made sure that was the first priority."

And she's responsible for perhaps one of the most lasting game-day memories of Joe Paterno.

Back in the late `60s, Sue Paterno suggested he raise the cuffs on his pants so mud wouldn't get on his wool slacks while coaching. It wasn't as much a concern when JoePa switched to his trademark khakis - but Sue Paterno said her husband kept rolling them up anyway as a superstition.

"People don't realize how much she's done for this place," Joe Paterno said in an interview with The Associated Press in 2009. "I've said many times that they won't have any problems replacing me, but if they can find a coach's wife like Sue, they'll hit the jackpot."

The Paternos became renowned in the community for their generosity. They championed Special Olympics and THON, the Penn State student-organized dance marathon charity that raises millions of dollars annually for childhood cancer research and treatment.

They've contributed more than $4 million to the university during his tenure, including $3.5 million in 1998 to endow faculty positions and scholarships, and support two building projects.

Minus endorsements outside his university contract, Paterno made just more than $1 million a year, a relative bargain for a coach with two national championships.

Three years ago, the Paternos pledged $1 million to help build a new wing at Mount Nittany Medical Center, the State College hospital where Joe Paterno died Sunday.

There were no flowers or balloons in the room, Scott Paterno said - not Joe's style. He suspected his mother had them redirected to other patients in the hospital.

Joe Paterno died less than three months after the emergence of the stunning scandal that led to his dismissal. University trustees ousted him Nov. 9, four days after charges were first filed against Sandusky. He is out on bail and awaiting trial after denying the allegations.

Paterno was a witness before a state grand jury investigating Sandusky, and authorities have said he was not a target of the probe. Paterno had testified he had relayed a 2002 abuse allegation passed on by a graduate assistant to campus superiors, fulfilling his legal obligation.

School trustees in recent weeks have cited, in part, Paterno's failure to fulfill a moral duty to tell police outside the university as a reason for his dismissal.

A tenure of more than six decades with the football program, including 15 years as an assistant before being promoted to head coach, had come to an end in early November. The cancer diagnosis came several days later.

Sue Paterno was constantly at her husband's side, Scott Paterno said.

One of Scott Paterno's lasting memories from the last few months, as his father fought illness, was the picture of his parents sitting at a table at home, surrounded by their children and 17 grandchildren on Dec. 21 as they celebrated his 85th birthday.

"She's got his hand on him and they're sitting there looking around and they've got their smiles on their faces," Scott Paterno said. "Just two of the most happy and contented people looking around the house, looking at their children and their grandchildren and it was like `You know, this is what our life is, this is what we built.'"

CHESTER, Pa. (CBS) — The ongoing problems in the Chester Upland School District are the subject of a pair of community meetings today in Chester.

Parents were getting a chance to vent, even as politicians were seeking both short- and long-term answers.

Pennsylvania state senator Dominic Pileggi got an earful this morning from constituents, many of whom begged him to sign a pledge not to support another state takeover of the district.

PHILADELPHIA (CBS) — A Ukrainian hockey coach arrested a few weeks ago on charges of sexually molesting a boy attending his camps here in the US will remain locked up until a detention hearing next week.

Ivan Pravilov now faces a two-count federal indictment. A grand jury alleges the 49-year-old Pravilov fondled a 14-year-old Ukrainian boy at an apartment in the Mount Airy section of Philadelphia.

PHILADELPHIA (CBS) – The Phillies have signed outfielder Juan Pierre to a minor league contract with an invitation to Spring Training according to a press release from the team.

Pierre played most recently with the Chicago White Sox, hitting .279 with 27 stolen bases.

With the starting outfield positions for the Phillies belonging to Hunter Pence, Shane Victorino, and Laynce Nix (or John Mayberry Jr.), Pierre would be competing for a spot on the Phillies bench.

POTTSTOWN, Pa. (CBS) — There is a footwear controversy brewing at a Montgomery County school.

John Armato, director of community relations for the Pottstown School District, says starting this coming Monday, Pottstown middle schoolers will be prohibited from wearing certain types of boots in the classroom.

“Any boot that either is not laced to the top, buckled to the top, or is by its very nature open at the top,” he says.

That would include many types of rain boots and the popular “Uggs,” a soft, fleece-lined suede boot.

LOS ANGELES (AP) -- Demi Moore smoked something before she was rushed to the hospital on Monday night and was convulsing and "semi-conscious, barely," according to a caller on a frantic 911 recording released Friday by Los Angeles fire officials.

The woman tells emergency operators that Moore, 49, had been "having issues lately."

"Is she breathing normal?" the operator asks.

"No, not so normal. More kind of shaking, convulsing, burning up," the friend says as she hurries to Moore's side, on the edge of panic.

The recording captures the 10 minutes it took paramedics to arrive as friends gather around the collapsed star and try to comfort her as she trembles and shakes.

Another woman is next to Moore as the dispatcher asks if she's responsive.

"Demi, can you hear me?" she asks. "Yes, she's squeezing hands. ... She can't speak."

When the operator asks what Moore ingested or smoked, the friend replies, but the answer was redacted.

"Some form of ... and then she smoked something. I didn't really see. She's been having some issues lately with some other stuff. So I don't know what she's been taking or not," the friend says.

The city attorney's office advised the fire department to redact details about medical conditions and substances to comply with federal medical privacy rules.

Asked if Moore took the substance intentionally or not, the woman says Moore ingested it on purpose but the reaction was accidental.

"Whatever she took, make sure you have it out for the paramedics," the operator says.

The operator asks the friend if this has happened before.

"I don't know," she says. "There's been some stuff recently that we're all just finding out."

Moore's publicist, Carrie Gordon, said previously that the actress sought professional help to treat her exhaustion and improve her health. She would not comment further on the emergency call or provide details about the nature or location of Moore's treatment.

The past few months have been rocky for Moore.

She released a statement in November announcing she had decided to end her marriage to fellow actor Ashton Kutcher, 33, following news of alleged infidelity. The two were known to publicly share their affection for one another via Twitter.

Moore still has a Twitter account under the name mrskutcher but has not posted any messages since Jan. 7.

During the call, the woman caller says the group of friends had turned Moore's head to the side and were holding her down. The dispatcher tells her not to hold her down but to wipe her mouth and nose and watch her closely until paramedics arrive.

"Make sure that we keep an airway open," the dispatcher says. "Even if she passes out completely, that's OK. Stay right with her."

The phone is passed around by four people, including a woman who gives directions to the gate and another who recounts details about what Moore smoked or ingested. Finally, the phone is given to a man named James, so one of the women can hold Moore's head.

There was some confusion at the beginning of the call. The emergency response was delayed by nearly two minutes as Los Angeles and Beverly Hills dispatchers sorted out which city had jurisdiction over the street where Moore lives.

As the call is transferred to Beverly Hills, the frantic woman at Moore's house raises her voice and said, "Why is an ambulance not on its way right now?"

"Ma'am, instead of arguing with me why an ambulance is not on the way, can you spell (the street name) for me?" the Beverly Hills dispatcher says.

Although the estate is located in the 90210 ZIP code above Benedict Canyon, the response was eventually handled by the Los Angeles Fire Department.

By the end of the call, Moore has improved.

"She seems to have calmed down now. She's speaking," the male caller told the operator.

Moore and Kutcher were wed in September 2005.

Kutcher became a stepfather to Moore's three daughters - Rumer, Scout and Tallulah Belle - from her 13-year marriage to actor Bruce Willis. Moore and Willis divorced in 2000 but remained friendly.

Moore and Kutcher created the DNA Foundation, also known as the Demi and Ashton Foundation, in 2010 to combat the organized sexual exploitation of girls around the globe. They later lent their support to the United Nations' efforts to fight human trafficking, a scourge the international organization estimates affects about 2.5 million people worldwide.

Moore can be seen on screen in the recent films "Margin Call" and "Another Happy Day." Kutcher replaced Charlie Sheen on TV's "Two and a Half Men" and is part of the ensemble film "New Year's Eve."

PHILADELPHIA (CBS) — Sixteen million Americans—or seven percent—have oral human papillomavirus (HPV), a sexually transmitted virus that can cause cancer, according to a first of its kind study published by the American Medical Association.

The numbers are surprisingly high, and doctors say the trouble is that most people don’t know they have it because there are no symptoms, which could be why HPV appears to be spreading so quickly.

“The title I’ve put on it is ‘Hazard of Intimacy,’” said Dr. Hans Schlecht, an infectious disease specialist at Drexel University College of Medicine, who wrote an editorial on the new research. He says the oral HPV virus can be caused by smoking and drinking, but it’s more commonly linked to sexual activity, especially among younger people.

PHILADELPHIA (CBS) - The city of Philadelphia is reeling from a more than one-a-day murder rate so far in 2012. In an effort to stop the violence, Mayor Nutter says the city is offering up to $20,000 in reward money in homicide cases.

Mayor Nutter held a public safety briefing at Strawberry Mansion High School. One component is a push to get judges to follow the Pennsylvania crime code and hand out five to seven-year prison terms, rather than probation, when someone is caught with an illegal weapon.

MARCUS HOOK, N.J. (CBS) - At New English Style Pizza in Marcus Hook, Joe Salters enjoys a soda and slice of pizza as employees conduct business as usual, for now.

Layoff notices went out for Thursday and Friday at the ConocoPhillips Refinery in nearby Trainer.

“Officially we are finished work by the 31st of January,” said Dennis Stephano, President of the Steelworkers Local Union. He says not only are 190 union members at the refinery losing their jobs, but management and contractors too. He says the total comes to about 600 layoffs.

WASHINGTON (AP) -- The Pentagon outlined a plan Thursday for slowing the growth of military spending, including cutting the size of the Army and Marine Corps, retiring older planes and trimming war costs. It drew quick criticism from Republicans, signaling the difficulty of scaling back defense budgets in an election year.

The changes Defense Secretary Leon Panetta described at a news conference are numerous but hardly dramatic. They aim to save money by delaying some big-ticket weapons like a next-generation nuclear-armed submarine, but the basic shape and structure of the military remains the same.

The Army would shrink from a peak of 570,000 to 490,000 within five years, and the Marines would drop by 20,000, to 182,000. Those are considerable declines, but both services will still be slightly larger than on 9/11, before they began a decade of war. Both will keep their footholds abroad, although the Army will decrease its presence in Europe and the Marines plan to increase theirs in Asia.

Panetta said the administration will ask Congress for $525 billion to run the Pentagon in 2013 - $6 billion less than the current budget. War costs, which are not considered part of the base budget, would decline from $115 billion to $88 billion, reflecting the completion of the U.S. withdrawal from Iraq.

The base budget would then increase in each year of the Pentagon's five-year plan, reaching $567 billion in 2017. A year ago the Pentagon had projected 2017 spending to reach $622 billion. The Pentagon counts those reductions in projected future spending as "defense savings."

When Obama took office in January 2009 the Pentagon's base budget was $513 billion. In 2001 it was $297 billion.

Under a budget deficit-cutting deal Congress made last summer, the Pentagon is committed to reducing projected spending by $487 billion over the next 10 years. The plan Panetta presented Thursday covers the first five years of that span and would cut a cumulative total of $259 billion in planned spending.

"We believe this is a balanced and complete package," Panetta said.

In a bid to pre-empt election-year Republican criticism, Panetta said the plan begins to shift the Pentagon's focus from the long wars in Iraq and Afghanistan to future challenges in Asia, the Mideast and in cyberspace. More special operations forces like the Navy SEALs who killed Osama bin Laden will be available around the world, he said, and the Pentagon will stress improvements in cyberdefenses.

Republicans were quick to pounce on the proposed Army and Marine Corps reductions.

"These cuts reflect President Obama's vision of an America that is weakened, not strengthened, by our men and women in uniform," said Rep. Howard "Buck" McKeon, R-Calif., chairman of the House Armed Services Committee.

McKeon voted for the bill last August that established the requirement for $487 billion in defense savings over five years.

"Taking us back to a pre-9/11 military force structure places our country in grave danger," said Sen. John Cornyn, R-Texas, a member of the Senate Armed Services Committee that will hold hearings on the Pentagon budget plan.

Sen. John McCain, R-Ariz., said the Panetta plan "ignores the lessons of history." He said it provides for a military that is "too small to respond effectively to events that may unfold over the next few years."

The military's top general, however, defended the administration's approach. Army Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, said he is convinced that the risks raised by cutting the size of the military are manageable. He said failing to make these changes would have meant even bigger risks.

"This budget is a first step - it's a down payment - as we transition from an emphasis on today's wars to preparing for future challenges," he said, adding, "This budget does not lead to a military in decline."

Among other details Panetta disclosed:

--The Air Force would retire some older planes including about two dozen C-5A cargo aircraft and 65 of its oldest C-130 cargo planes.

-- The Navy would keep a fleet of 11 aircraft carriers but retire seven cruisers earlier than planned. It also would delay purchase of some other ships, including a new Virginia-class submarine.

--Purchase of F-35 stealth fighter jets, to be fielded by the Air Force, Navy and Marine Corps, would be slowed.

--Current plans for building a new generation of submarines that carry long-range nuclear missiles would be delayed by two years. The current fleet of nuclear-capable bombers and land-based nuclear missiles would be left unchanged.

--Military pay raises will remain on track until 2015, when the pace of increase will be slowed by an undetermined amount.

--Obama will ask Congress to approve a new round of domestic base closures, although the timing of this was left vague and there is little chance that lawmakers would agree to this in a presidential election year.

The defense spending plan is scheduled to be submitted to Congress as part of the administration's full 2013 budget on Feb. 13.

The defense budget is being reshaped in the midst of a presidential contest in which Obama seeks to portray himself as a forward-looking commander in chief focusing on new security threats. Republicans want to cast him as weak on defense.

Obama has highlighted his national security successes - the killing of bin Laden, the death of other senior al-Qaida leaders and the demise of Libya's Moammar Gadhafi - to counter Republican criticism. He also has emphasized the completion of the U.S. troop withdrawal from Iraq and the start of a drawdown in Afghanistan as turning points that offer new opportunities to scale back defense spending.

But several congressional Republicans see a political opening in challenging the reductions in projected military spending that the GOP and Obama agreed to last summer as part of a deal to raise the nation's borrowing authority. They've echoed Obama's potential presidential rivals Mitt Romney, Newt Gingrich and Rick Santorum, who plead for fiscal austerity but contend that sizable cuts would gut the military.

BUCKLEY AIR FORCE BASE, Colo. (AP) -- President Barack Obama is courting Hispanics in politically important states, setting himself up as a champion of the crucial Latino voting bloc and as a foil to Republican candidates fighting for a share of support from the same groups.

With Latino voters voting overwhelmingly Democratic, Obama is not in danger of losing the support of a majority of Hispanics. But he does need their intensity, and a Gallup tracking poll shows that while a majority of Hispanics approve of Obama, that approval is not as high as it is among black voters.

Pitching his economic agenda during a three-day, five-state trip this week, Obama has not ignored the fact that three of the states - Nevada, Arizona and Colorado - all have Hispanic populations of 20 percent or more. A majority of them are Democratic, but they also could be a factor in upcoming nominating contests in those states. Nevada and Colorado hold caucuses within two weeks and Arizona has a primary Feb. 28.

In Arizona Wednesday, where he was drawing attention to his efforts to increase manufacturing, Obama playfully interacted with a supporter who shouted out: "Barack es mi hermano! (Barack is my brother!)"

"Mi hermano - mucho gusto (My brother, a real pleasure)," Obama shouted back.

And it was no accident that he scheduled an interview with Univision, the Spanish language network that reaches a broad swath of the U.S. Latino population, while he was in Arizona and with local Telemundo affiliates Thursday in Las Vegas and in Denver. All that while former Massachusetts Gov. Mitt Romney, former House Speaker Newt Gingrich and the rest of the Republican presidential field were battling in Florida, another state with a key Latino voting bloc.

"It's an important community in this country and he will continue to have those interactions," White House spokesman Jay Carney said of Obama's efforts to reach out to Spanish language media.

No issue reverberates more in the appeal to Latinos than immigration.

For Obama, it reared up suddenly for him Wednesday when Arizona Gov. Jan Brewer, a Republican who signed one of the toughest laws to curtail illegal immigration, greeted him at the airport tarmac in Mesa, Ariz., with a handwritten invitation for the president to join her in a visit to the Mexican border.

Obama replied coolly, noting that he did not appreciate the way she had depicted him in a book she published last year, "Scorpions for Breakfast." In the book, Brewer writes that Obama was condescending and lectured her during a meeting at the White House to discuss immigration. "He was a little disturbed about my book," Brewer told two reporters shortly after the encounter.

Obama continued to promote his economic plan Thursday in Nevada and Colorado, focusing on energy policy and his attempts to expand oil and gas exploration while also emphasizing clean energy.

"Doubling down on a clean energy industry will create lots of jobs in the process," the president said at Buckley Air Force Base in Colorado, where the Air Force has installed solar panels and tested jets that run on biofuels.

As such, he was indirectly pitching to Hispanics as well. A new Pew Research Center poll found that 54 percent of Latinos believe that the economic downturn has been harder on them than on other groups in the U.S.

"There is no question that Latinos were hard hit, especially by the bursting of the housing bubble and the resulting steep decline in construction work," Carney said Thursday. "Latinos are overrepresented in the construction industry. It's one of the reasons why, certainly, Latinos would greatly benefit from infrastructure investments that put construction workers back to work."

In 2008, Obama beat Republican John McCain by a 2-1 margin among Hispanics.

To win again, he will need that level of enthusiasm to make up for weaknesses elsewhere in his voter support. In a bright spot for Obama, the Pew poll found that even though Hispanics believe their economic condition is poor, two-thirds of those polled said they expect their financial situation to improve over the next year, whereas 58 percent of the overall population expect the same.

In his interview with Univision, Obama made a point of noting that both Romney and Gingrich have said they would veto legislation, known as the DREAM Act, that would give a pathway to citizenship to children who came to the United States illegally but who attend college or enlist in the military.

"They believe that we should not provide a pathway to citizenship for young people who were brought here when they were very young children and are basically American kids but right now are still in a shadow," Obama said. "They've said that they would veto the DREAM Act. Both of them."

At a debate Monday on NBC, however, both Gingrich and Romney said they would support modified legislation that only applied to young people who joined the military. "I would not support the part that simply says everybody who goes to college is automatically waived for having broken the law," Gingrich said.

Obama, in the interview, explicitly connected the Republican presidential field to congressional Republicans, who suffer from bottom-dwelling approval ratings right now. Asked why he had been unable to deliver on his promise for overhauling the immigration system, Obama replied:

"Well, it's very simple. We couldn't get any Republican votes. Zero. None," he said. "So this is the kind of barrier that we're meeting in Congress. We're just going to keep on pushing and pushing until hopefully we finally get a break."

STATE COLLEGE, Pa. (AP) -- Crediting him with building not just better athletes but better men, former Penn State football stars and others paid tribute to Joe Paterno in a huge campus memorial service Thursday that exposed a strong undercurrent of anger over his firing.

In a 2 1/2-hour gathering that capped three days of mourning on campus, Nike chairman and CEO Phil Knight instantly brought the near-capacity crowd of 12,000 to its feet in thunderous applause when he defended the coach's handling of child-sex allegations leveled against a former assistant. Paterno was fired over the episode two months ago.

"This much is clear to me: If there is a villain in this tragedy, it lies in that investigation and not in Joe Paterno's response," Knight said. Paterno's widow, Sue, was among those rising to their feet.

Later, Paterno's son Jay received a standing ovation when he declared: "Joe Paterno left this world with a clear conscience."

The ceremony at the university basketball arena was filled with lavish praise that probably would have embarrassed Paterno, who died of lung cancer Sunday at 85 after racking up more wins - 409 - than any other major-college football coach and leading his team to two national championships in his 46 seasons.

He was saluted for his commitment to sportsmanship, loyalty, teamwork, character, academics and "winning with honor." He was called a good father, a good husband, a good neighbor, a good friend, a good teacher.

About midway through the ceremony, Knight became the first speaker to explicitly address the scandal, and the audience let loose as if it had been waiting for someone just to raise the topic.

Only one member of the university administration - dean of the college of liberal arts - and no one from the Board of Trustees spoke at the memorial, arranged primarily by the Paterno family.

Among the speakers were star athletes from each decade of Paterno's career, including Michael Robinson, who played from 2002 to 2005, quarterback Todd Blackledge from the 1980s and Jimmy Cefalo, a star in the 1970s. All three went on to play in the NFL.

Former NFL player Charles V. Pittman, speaking for players from the 1960s, called Paterno a lifelong influence and inspiration.

Pittman said Paterno pushed his young players hard that he brought Pittman to tears in his sophomore year. He said he realized later that the coach was not trying to break his spirit but instead was "bit by bit building a habit of excellence."

"He was building a proud program for the school, the state and the hundreds of young men he watched over for a half century," said Pittman, senior vice president for publishing at Schurz Communications Inc., an Indiana-based company that owns TV and radio stations and newspapers. He is a member of the board of directors of The Associated Press.

"Now, with grown children, grandkids and 42 years removed from my playing days, I thought Joe Paterno had taught me all that he could teach me. I was wrong," Pittman said. "Despite being pushed away from his beloved game, and under the extreme pressure of the events of the past few months, Joe's grace was startling."

Similarly, Chris Marrone, whose playing career at Penn State was cut short by injuries, said Paterno molded him into a young man with "the strength to overcome any challenge, any adversity."

"The greatness and the legacy of Joe Paterno lies within each of us, and no one, and I mean no one, can take that from him or from us," Marrone said.

Paterno was fired by the trustees Nov. 9 after he was criticized for not going to police in 2002 when he was told that a former member of his coaching staff, Jerry Sandusky, had been seen sexually assaulting a boy in the showers at the football complex. Sandusky was arrested in November and is awaiting trial on charges he sexually assaulted 10 boys over a 15-year span.

As the scandal erupted, Pennsylvania's state police commissioner said that Paterno may have met his legal duty but not his moral one to go to police. Penn State president Graham Spanier was also fired in the fallout.

At Thursday's memorial, Knight defended Paterno, saying the coach "gave full disclosure to his superiors, information that went up the chains to the head of the campus police and the president of the school. The matter was in the hands of a world-class university, and by a president with an outstanding national reputation."

Recounting Paterno's accomplishments, Knight asked: "Who is the real trustee at Penn State University?"

A public viewing for Paterno was held on campus on Tuesday and Wednesday, and he was buried Wednesday afternoon at a State College cemetery.

PHILADELPHIA (CBS) – A study by the Violence Policy Center in Washington, D.C. now reveals the Homicide Victimization rate for African Americans in Pennsylvania is nearly six times the national overall homicide rate.

The study, based on 2009 data, finds Pennsylvania is third in the nation in the rate of African American homicide victimization.

In response to the study, Max Nacheman, executive director of CeaseFirePA, commented, “Every year nearly 1,200 Pennsylvanians lose their lives to gun violence. Almost half of those deaths are murders. We know that many of those murders are committed by someone using an illegal gun. This study by the VPC only gives greater depth to those terrible statistics, uncovering evidence to show that entire communities are being devastated by gun violence.”

Students of the Imhotep Institute Charter High School went on a field trip — an “on-site learning experience” — to the Pearl movie theatre, on North Broad Street, to view the movie Red Tails and talk about the topic.

WASHINGTON (AP) -- The applause rolled through the big chamber, growing ever louder as hundreds of Republicans and Democrats suddenly realized Rep. Gabrielle Giffords was back in the House.

But this time she had come to say goodbye.

Fellow lawmakers gave her a fitting send-off: cheers, hugs, a cascade of tributes and plenty of tears in a rare moment of political unity.

A year since that fateful Saturday morning when Giffords was severely wounded during a shooting rampage in her home district, the Arizona congresswoman resigned on Wednesday with a plea for civility - and a hint that she'll be back on the national stage. For now, the 41-year-old said, her movements and speech still halting, she needs to focus on her recovery.

For all the kind words showered on her, Giffords reflected in her resignation letter about a level of respect that seems like an aberration these days in a bitterly divided Washington.

In her five years in Congress, she said, "Always I fought for what I thought was right. But never did I question the character of those with whom I disagreed. Never did I let pass an opportunity to join hands with someone just because he or she held different ideals."

Said Republican Rep. Ted Poe of Texas in the first of many tributes: "Gabby is the spirit of bipartisanship that we should all learn from."

Giffords' friend Rep. Debbie Wasserman Schultz, D-Fla., became emotional before reading Giffords' resignation letter in the well of the House. Rep. Jeff Flake, R-Ariz., held Giffords' hand. House Speaker John Boehner, R-Ohio, cried after Giffords slowly made her way to the podium and handed him the envelope with her resignation letter.

Last January, a gunman opened fire at Giffords' "Congress on Your Corner" event in Tucson, killing six people, including a 9-year-old girl and a federal judge and wounding 13, including Giffords who suffered a gunshot wound to her head. She has spent the past year recovering, showing up in the House just once last August to vote on raising the nation's borrowing authority.

That appearance stirred speculation about her political future and whether she would seek another term or even pursue an open Senate seat.

Giffords put that talk to rest on Sunday, announcing in a Web video that she would resign this week. On Monday, she met with survivors of the shootings in Arizona, , finishing the event that she had started outside a supermarket. On Tuesday night, she received thunderous applause and a hug from President Barack Obama at his State of the Union address.

Colleagues and friends stood with her, Flake by her side. Sen. Kirsten Gillibrand, D-N.Y., had her back.

On Wednesday, Republicans and Democrats turned a morning debate over Giffords' last bill into a forum to praise her work and perseverance.

"We haven't seen the last of Gabby Giffords," said Rep. Silvestre Reyes, D-Texas. "I believe ... whatever the future holds for her she has made this a better place."

Around 10 a.m., Giffords entered the chamber through the main door, the same one Obama used the previous night. Wasserman Schultz assisted her as she made her way down the aisle, greeted warmly by colleagues with kisses and hugs. She sat in the front row for a flurry of tributes. In the gallery sat her mother, Gloria, and husband, retired Navy Capt. Mark Kelly, the former astronaut.

"All of us come to the floor today ... to salute her as the brightest star among us, the brightest star Congress has ever seen," said House Minority Leader Nancy Pelosi, D-Calif.

House Majority Leader Eric Cantor, R-Va., said he received a call from Kelly on Sunday informing him of Giffords' plans to resign. He said Giffords' "strength against all odds serves and will continue to serve as a daily inspiration to all of us."

Said Rep. Steny Hoyer, D-Md., "The House of Representative has been made proud by this extraordinary daughter of the House. Gabby, we love you, we have missed you."

Prolonged standing ovations and spontaneous whoops marked the tributes. Giffords briefly waved at Kelly and her mother when their names were mentioned.

Surrounded by colleagues and friends, Giffords stood in the well of the chamber to resign. Wasserman Schultz read her two-page letter to Boehner.

"Everyday, I am working hard," Giffords wrote. "I will recover and will return, and we will work together again, for Arizona and for all Americans."

She purposefully made it to the podium to deliver the letter to Boehner.

Moments later, the House, including Giffords, voted for her final piece of legislation - a bill that would impose tougher penalties on smugglers who use small, low-flying aircraft to avoid radar detection and bring drugs across the Mexican border.

The vote was 408-0. The Senate, which recently passed a version of the bill, is expected to vote Thursday on the measure and send it to Obama for his signature.

Giffords submitted resignation letters to both Boehner and Arizona Gov. Jan Brewer. It falls to Brewer to set a date for a special primary and general election to fill the Arizona seat. That will probably happen in the spring or early summer. In November, voters will choose someone for the full two-year term.

After the tribute, Kelly said his wife realized stepping down was the right thing to do.

"But I'm more optimistic than anybody else about her future. She just needs some more time, whether it's a year or two years or three years, I'm very confident she's going to have a long and effective career as a public servant," he said.

Asked about her daughter's future, Gloria Giffords said, "I kind of think she's transcended Congress. I don't know where she's going to end up."

"She's remembered every boy she's ever kissed, every song she's ever sang, every bill she's ever passed," she said. "So upward and onward."

POWERADE FAB 50 Rankings: Week 7

The way it's looking, the 10-point victory by No. 1 St. Mary's over Riverdale Baptist at the Nike Tournament of Champions in December was the de facto national high school girls' basketball title game.

Just over a week ago, St. Mary's overcame what arguably was its biggest remaining obstacle when it beat then-No. 5 Windward 62-48 in the MLK Extravaganza at Arizona State.

Five days later, Riverdale Baptist may have clinched the No. 2 spot in the POWERADE FAB 50 with an 83-47 victory over a Nazareth Regional team that entered the game second in the country. The win was the Lady Crusaders' fifth over a ranked opponent. They previously beat Windward (now No. 6), Mater Dei (No. 11), Incarnate Word (then No. 35) and Regis Jesuit (No. 46), and don't have a remaining opponent anywhere close as talented.

The No. 2 vs. No. 3 matchup on Saturday did not live up to its billing. Nazareth still is reeling emotionally over the death of coach Apache Paschall, and the Lady Kingsmen were playing for the first time since he was put to rest.

The most adventurous outing on Riverdale Baptist's schedule is a jaunt to Freeport, Bahamas, for the Geneva Rutherford tournament next month. Freeport is the hometown of Jonquel Jones, the Crusaders' star and Clemson recruit who had a game-high 22 points against Nazareth.

This past week saw a couple other top 20 upsets as DuPont Manual played its way back into the rankings with a 51-46 win over then-No. 12 Twinsburg, and Bob Jones jumped into the FAB 50, beating then-No. 18 Wesleyan 49-46.

Jodie Meeks added 15 points and Andre Iguodala had 11 assists. The Sixers led by 30 in the first half and easily cruised to their third win of the season against the hapless Wizards.

WASHINGTON (AP) -- Mitt Romney's tax returns tell the tale: Yes, he's rich - really rich.

His returns, spanning more than 500 pages and released under political pressure Tuesday, represent an extraordinary financial accounting of one of the wealthiest U.S. presidential candidates in generations, with his annual income topping $20 million.

It remains unclear how the details of Romney's fortune will play among American workers, who on average earn less in a lifetime than Romney paid in taxes in 2010 alone. Meanwhile, the typical taxpayer pays a similar share of his income to Uncle Sam as he does, roughly 15 percent.

Romney's returns - which include a 2011 tax estimate - spilled out new details of his scattered holdings, tax strategies and charitable donations. Romney paid about $3 million in federal income taxes in 2010, having earned more than seven times that from his investments.

The documents quickly became fodder for his opponents, with Democrats chiding the former Massachusetts governor for not disclosing more about his financial history. The White House also weighed in about tax fairness as President Barack Obama prepared for his State of the Union Address.

Romney is hardly the only wealthy American seeking the presidency, though he's on a level all his own.

Republican rival Newt Gingrich, who had publicly pressed him to release his tax information, released his own return for 2010 last week. It revealed that Gingrich earned more than $3.1 million, mostly from $2.5 million paid by his companies, partnerships and investments, and paid just under $1 million in federal tax, a rate of about 31 percent.

Obama and his wife, Michelle, reported income of $1.73 million last year, mostly from the books he's written, and paid $453,770 in federal taxes.

Romney's tax returns showed he continues to profit from Bain Capital, the private equity firm he founded but no longer runs; from a Swiss bank account closed just as he launched his campaign and from new listings of investment funds set up overseas.

Romney had long refused to disclose any federal tax returns, then hinted he would offer a single year's return in April. Yet mounting criticism from his rivals and a hard loss in last week's South Carolina primary forced his hand.

"Governor Romney has paid 100 percent of what he owes," said Benjamin Ginsberg, the campaign's legal counsel. Ginsberg and other advisers said Romney did not use any aggressive tax strategies to help reduce or defer his tax income.

For 2011, Romney will pay about $3.2 million with an effective tax rate of about 15.4 percent, the campaign said. Those returns haven't yet been filed yet with the Internal Revenue Service. In total, he would pay more than $6.2 million in taxes on $45 million in income over the past two years, his campaign said.

Romney had been cast by his GOP opponents as a wealthy businessman who earned lucrative payouts from his investments while Bain slashed jobs in the private sector. Romney concedes that some companies Bain invested in were unsuccessful but says others created large numbers of jobs.

As for his own tax payments, he said in Monday night's debate in Tampa, "I pay all the taxes that are legally required and not a dollar more. ... I don't think you want someone as the candidate for president who pays more taxes than he owes."

He added, "You'll see my income, how much taxes I've paid, how much I've paid to charity."

Romney's 2010 return showed about $4.5 million in itemized deductions, including $1.5 million contributed to the Church of Jesus Christ of Latter-day Saints. Romney's charitable giving is above average, even for someone at his income level, according to IRS data.

Romney's GOP rivals did not immediately comment on his tax disclosures. But House Speaker John Boehner, R-Ohio, defended him, telling reporters that Romney's tax rate is close to the 15 percent rate most Americans pay on long-term capital gains from the sale of investments.

Romney's advisers stressed that he met all his federal tax obligations, provided maximum transparency and did not take advantage of what they described as "aggressive" strategies often used by the ultra-rich. Still, for millions of taxpayers grappling with their own returns as tax season looms, Romney's multimillion dollar wealth provides a window into an unfamiliar world.

His 2010 return shows a number of foreign investments, including funds in Ireland, Switzerland, Germany and Luxembourg. Most of Romney's vast fortune is held in a blind trust that he doesn't control. A portion is held in a retirement account.

Romney's advisers acknowledged Tuesday that Romney and his wife, Ann, had a bank account in Switzerland as part of her trust. The account was worth $3 million and was held in the United Bank of Switzerland, said R. Bradford Malt, a Boston lawyer who makes investments for the Romneys and oversees their blind trust, which was set up to avoid any conflicts of interest in investments during his run for the presidency.

In 2009, UBS admitted assisting U.S. citizens in evading taxes and agreed to pay a $780 million penalty as part of a deferred prosecution agreement with the Justice Department.

The political discussion over releasing Romney's tax information highlighted an argument that Democrats are already starting to use against him - that he is out of touch with normal Americans. And it may well have hurt him in the South Carolina primary, where he lost by 12 percentage points to Gingrich after spending several days resisting calls to release the returns.

Asked during a round of television interviews about Romney's relatively modest tax rate, Obama adviser David Plouffe said: "We need to change our tax system. We need to change our tax code so that everybody is doing their fair share." Obama planned to talk about economic fairness in his State of the Union speech to Congress Tuesday night.

Other Democratic Party voices were less restrained. "He used every loophole in the book available to the wealthy and corporations to avoid paying his fair share," said Democratic National Committee Executive Director Patrick Gaspard.

On the other hand, Romney's wife, Ann, had told supporters at a Florida rally on Sunday: "I want to remind you where we know our riches are. Our riches are with our families."
